Is there a way to have a magic item increase a damage die by one step when creating a homebrew item? I'm trying to craft a robe for a monk that would increase his unarmed strike damage by one step, using something similar to the Robe of the Archmagi.
So the first two items would require attunement and the items together wouldn't require attunement. So you could in theory do the same for up to three item set like Hammer of Thunderbolts

Nope.

What about a way to link items as a set? Item X has these abilities, item Y has these abilities; Item X+Y together have these different abilities
You accomplish that by making a third item "X & Y" to represent what the 2 items together give you.
Edit: As an example, there's the Eye of Vecna, the Hand of Vecna, and the Eye and Hand of Vecna.
