So I have been trying to wrack my brain on how to accomplish this, but haven't had success yet.
The blueprint I'm attempting to go off of is more or less the same as how Lunar Sorcery works, specifically the spell list selection. In homebrew how would I go about creating the "Moon Phase" selection and then have the selection grant spells based off of the current class level?
I guess I only assume this is possible since it is already available on currently available subclasses, but if I am trying to get into features that are not granted to users, please let me know.

2. Based on that selection, activate a table of spells that are then only available based on class level, not character level. (e.g. same Lunar Sorcery example-> character level 8, sorcerer level 2-> Full Moon selected-> should enable the Shield spell and no other spells until level three)

You could set them up using Options as explained in the Subclasses & Species FAQ #1.
If you set them up as part of a subclass it should automatically restrict it by class level. Should. If it doesn’t then it’s likely not possible.
Why not use the Lunar Sorcerer as a template so you can take it apart to see how it’s put together. That’s the best way to learn.
