I've been creating new spells for a Wizard who's basically spending months in Candlekeep doing research, hoping to leave a lasting mark on the world of magic.

It doesn't even deny a turn, and relies on the caster's teammates to inflict actual damage. Most medium/high level enemies will be immune to it, so I don't think it's OP for a 1st level spell. But Paralyzed can be devastating on a creature, so I'm not sure.

It's still much worse than Shapechange and the Boon of Fluid Forms. The CR is halved, you don't retain your spellcasting, and the spell ends if you lose the temp HP. I also excluded Humanoids to prevent stuff like "I shift into an Evoker"...

Paralyzing Sting should not be both poisoned condition and paralyzed. 1d4 and paralyzed is about the same as 2d8 and poisoned.
Chokehold gets very complex for a low level spell. Just say you cannot cast it at someone that has it currently on them.
The Conduit again is complex. Just make it gain one level of exhaustion for 1 minute per casting, regardless of class (disability on ability checks for 1 level).
The better Polymorph is too powerful I think. Too many weird creatures. May I suggest this spell is as Polymorph but applies to Monstrosities instead of beasts?
For the Punch i would drop the miss stuff. For 6th level, it's pretty good even without that. The moving people is immensely powerful as you can move them off a cliff, into a wall of fire, etc. etc.
For the dragon, change the material component, it should include a single scale of any/all dragon type you wish to become.
For the ninth level, I would drop the weapon imbuing and shield. It is already a pretty good attack and defense options.
I don't think dropping the Poisoned on Paralyzing Sting is a good idea. I added this because most strong creatures are immune to the Poisoned condition, but Paralyzed immunity is much more rare. So just saying that they're Paralyzed would actually make the spell stronger.
For the draconic transformation, I was considering that, but ironically I was concerned it would be too complicated... But I guess it isn't :)
I agree that Chokehold is too complex, but I can't think of another way to prevent casting it over and over to pin down a creature forever without straight up saying "no" (which feels completely arbitrary)...

Same idea as Paralyzing Sting. Still doesn't deny a turn, but inflicts Restrained without a save (at least on the first casting). I believe it's balanced compared to other control spells like Command and Entangle, but I'm not entirely sure.

I used Destructive Wave, Harm and Steel Wind Strike as inspiration for this one. It think the game lacks high level spells that use attack rolls.

The Wizard character creating all these spells is supposed to be an expert in metallic dragons, and so he made his own version of Draconic Transformation. This is definitely stronger, so I made it level 8 instead of 7, and I don't think it's as good as Shapechange into an actual metallic dragon, so level 9 feels too high... I think.

You can just add "Creatures immune to poison cannot be affected by this spell"
