I am trying to create a magical cloak but it only lets me create armour, an item or a weapon and I can't find an option for a cloak.
A cloak would be a Wondrous item.
Cloaks, like cloak of elvenkind or cloak of protection, are items, specifically wondrous items. I suggest you also add the tag "Outerwear".
