Completely negating the movement cost is a step too far. No matter how athletic you are, you're going to lose some time getting back up compared to someone that was already on their feet.
The Athlete feat and the Way of the Drunken Master's Leap to Your Feat feature already let you do this for 5 feet of movement. A rule that's accessible to anyone shouldn't be stronger than a feat or a 6th level subclass feature. That goes double if it uses a skill, because there are easy ways to min-max those.
I'd suggest setting the DC to 15, cost a bonus action like the optional Tumble rule in the DMG, and standing up costs 5 feet on a success.
not to disagree with you sentiment here, but I think allowing checks to do what classes can do reliably enriches play. A monks class feature letting them reliably get up for 5 feet of movement doesn't mean you shouldn't allow the rogue to attempt to roll with the hit and stand for 5 feet or kick-up with the chance of failure. Bonus action to do it is reasonable though I'd use your reaction when you are given the prone condition and use 5 feet of movemet on a success or half movement on a failure and your still prone. Pros and Cons make the game great
