You can create your own homebrew for free, but in order to add public homebrew to your account you must have either a Hero or Master tier subscription to D&D Beyond. You can get this in the Marketplace.
We allow some content but not all. fx homebrew items are ok but spells are a no go. I would love to have homebrew stuff get a marker of some kind so when a player looks at the spells he can add that he knows its a homebrew spell because right now you can't see the difference

More granular campaign permissions are coming. Part of this will allow the DM to set which homebrew material is allowed, from what I understand.
There is no need for a fix. If your magic item has spells that are to be recovered use "charges". When you make the item open the Additional Information section and check "has charges", detail the amount of charges the item has. You choose the recovery but be aware even if you choose "long rest", the character sheet will not reset it. Magic items normally recover charges at dawn and you can detail if the charges are fully recovered and input a dice formula ("this staff recovers 1d4+1 charges daily at dawn"). Save.
When you add a spell there are boxes for min and max charges. This is to indicate how many charges the spell will use. If you set both to the same nu]mber the spell only uses that amount of charges but if you set a range this means the spell can be cast with dfferent amounts and the spell's power will then vary typically causing the spell to be cast at a level equal to number of charges used.
For example, let's say you want an item that shoots the Fireball. You could give the item say 4 charges and then the spell with min and max both set to 4. this item will let somebody cast a 3rd level Fireball for a single charge, letting them cast 4 times a day. Or you could set the item to have 10 charges and when adding the spell put min at 3 and max at 5. This lets the user cast a Fireball at 3rd level with 3 charges, or one at 4th level with 4 charges or one at 5th level with 5 charges.
Can devs please fix the problems with the Weapon Properties for magic items? The ones that require to add a range don't work, because they don't have a specific slot for range, and simply using the "fixed value" slot does nothing, so it adds a range of 5/5ft which is kind of useless to be honest.
I assume "{{modifier:str}}" is for showing my strength modifier bonus in a snippet.
What if I want it to show a DC based on strength? How do I do that?
And, are there any similar options?

Most of those are self explanatory. I'm confused on how you would use some in context, though.
What does {{scalevalue}} draw from/how would you use it in an entry?
What is the purpose of {{fixedvalue}} if you can just write in the... well.... fixed value. The same question for {{limiteduse}}.
I might be misunderstanding their purposes. Would you mind giving an example of how/why these would be used?
When creating a subclass feature, there is a section called Scale Values, which allows you to define {{scalevalue}} as it progresses leveling up. Example: barbarian rage.
When creating an action in a feature, limited use allows you to define the boxes for limited feature. Example : Wild Shape.
{{fixedvalue}} can be used when you don't have scale values or limited use, it's just to make the number bold, so it's more evident in the sheet.

There are no 'turns' on sheets in D&D Beyond, it has no way of knowing when a turn occurs in your game.
