This monster is made to cause problems for magic users by making it possable for them loose there spell slots. The idea is that the monster eats the spell slots if the players let it grapple with a spell caster. I could see the spell casters being sent further and further to the rear, then I'll hit them with some normal Zombies or normal enemies, that the magic users would normally destroy but now there too far away to help with. I see there being several variants. One that spits poison and glue on the floor to stick other party members is place. A barbed tongue version that can hold another person with it's tongue while it grapples with another. A version that shoots spikes. Finally a giant boss version that can hold two people in it's giant hands while sucking the magic out of them and jumping around to avoid the rest of the party.
I think that I would like to have maybe a... DC 14 Wisdom check or something when the creature attempts to devour a slot. Losing a spell slot is a big deal, especially in lower levels. Although I suppose it won't be a problem if this is more intended as an enemy to fight as a mob in higher levels.
Also I'm a bit confused by the wording on some things... it says that the creature has a fly speed of 60, but also mentions that it throws itself? Having a Fly Speed sort of implies the ability to maintain sustained flight. The way you word it seems to follow more the rules of Leaping, just with the description making it clear that it's performed in an unusual way.
Other than those thoughts, I really like what you came up with. You've got an interesting enemy that presents a unique challenge and has some fun lore behind it as well.
I fixed it. Now there is a save that needs to be failed before you lose a slot. Also I had the message saying that it can only throw it. Must not have saved it. It's fixed now.

”Damage from Spell” is not a damage type you can be resistant to. Perhaps it has magic resistance like the bearded devil.
I would combine Self Throw (the feature) and Spell Devour with Self Throw (the action).
Arms. Melee Weapon Attack: +2 to hit, reach 5 ft., one creature. Hit: The target is grappled (escape DC 15). Until the grapple ends, at the start of the target’s turn, it loses a spell slot of the lowest level it has. If the target has no spell slots, it take 1d6 necrotic damage. While grappling the target, the spell devourer can not take the Arms or Self Throw actions.
Self Throw.Ranged Weapon Attack: +5 to hit, range 10/60 ft., one creature. Hit: The target is hit with an Arms attack.

The wording of "Self Throw" is confusing. Why not use "Pounce"? Unless your intention is for the creature to be able to fly, it would make more sense to base its leap ability on the Giant Frog with an increase to height and distance.
