That’s per Sneak attack. On an average combat that’s potentially an extra 40 damage. Over a 6 encounter “adventuring day” that’s an extra 240 damage on average....
If you are going to do this there needs to be another component so that this does not happen all the time. like IamSposta stated that small change adds a good chunk of damage to a rogue. Maybe add a mechanic tied to it like it has to be a backstab, or when they have advantage on an attack roll the lower of the two rolls would have hit, then this effect would happen.

There is 360 facing in 5e so there are no “backstabs.” What used to be a backstab is now just Sneak Attack.
Was just giving a hypothetical example, I know there's no "backstab" mechanic... but there would need to be something more than just a raw buff to balance the feat
It's basically +0-2 damage per every two levels. This isn't the most overpowered thing ever, personally I agree that a requirement or downside (perhaps just copy GWM/SS and -5, although that would probably effect a rogue less as they tend to have advantage). As of right now, at level 20 this is just on average a upgraded Great Weapon Master/Sharpshooter for rogues.
Granted, most people consider GWM/SS overpowered (and they're probably correct) so take this opinion with a grain of salt.

if I edit a message, most of the time it's because of grammar. The rest of the time I'll put "Edit:" at the bottom.
Maybe treat it similar to the Enhanced Critical of the Champion... just not actually. i.e. Whenever you roll an 18, 19, or 20 on the attack roll it upgrades the die. Better?
Edit: While thinking about yee ole' Backstab, I thought that borrowing from Assassin might be in order. So now the d8's are triggered, either upon attacking a surprised target, or whenever you roll something like 18+.
The Prerequisite of 4th level rogue makes no sense as the rogue gets an ASI on that level. However I am liking the idea of adding critical range stipulation of the ability as "precision" has more to do with accuracy than damage. I have also added a limit to this Feat. I believe this actually makes the feat a bit more fair.
Greater Precision (Requirement You must have at least one level in the Rogue class) Your study of the combat tactics has allowed you to fine tune your Sneak Attacks on the battle field. If your sneak attack is triggered and you rolled an 18 or higher on the attack roll you gain the following feature.
Your sneak attack Dice upgrade from d6 to d8 for that turn.
Once you use this feature a number of times equal to your Dexterity modifier you can't use it again until you finish a long rest.

Does this sound crazy? Here's the exact wording of the feat:
Greater Precision
(prerequisite: You must have at least four levels of Rogue)
Your sneak attack dice upgrade from d6's, to d8's.
As I see it, at earliest, this adds 2 damage on average by level 4, and 10 damage by level 20. I know it sounds dumb, but how big a deal is that?

If I were designing a feat to improve Sneak Attack I would make it reroll 1s. It increases the average without increasing the maximum.

I can agree with that, my group has been trying out that method for awhile now and it seems to work great.
