So the paladin in my campaign is forever wanting to shield bash something, so I am trying to homebrew a shield for him that has an attack built in. I have added the melee weapon attack property modifier to the shield, but it seems that because it's a shield it refuses to display as an attack option when equipped. I am uncertain how to go around this short using a mace as the base item to homebrew it, but I would like to avoid doing that if possible. Any thoughts?
That’s unfortunate, especially considering the appropriate modifiers do already exist in the system. I guess I will do my workaround in the mean time and hope something develops later on.

They are working on adding Actions to Magic Items, just no ETA.
In the meantime you could give a club or something the modifier to add +2 AC and call it a “Bashin’ Shield” or something.

We cannot add actions to magic items at this time.

You can add custom actions directly to the character sheet, might be a temporary solution.
