How would you make a homemade hook weapon that is kinda like a meat hook or like maui hook from Moana for a melee weapon
The standard approach is to just re-skin - pick a standard weapon you feel has the right stats and use that.
It depends what weapon properties you feel a hook should have?

When attacking, roll either a DEX or STR or both. STR: The attack will pierce medium armor and shields and allow you to rip out the hook causing the opponent to gain a Wounded stack until they are healed, this effect can stack 4 times. DEX: The attack will pierce light armor and lead into a grapple that can disarm the target(Roll a SPD check for this.) The grapple disables the opponent until being released. STR & DEX, roll a d12 and d6: Will pierce medium armor and shields before leading into a grapple. If doubles are rolled gain +1 dmg on the attack and apply two stacks of Wounded. Wounded: Afflicted unit uses a d20 SPD to determine DMG bonus. If the afflicted unit rolls 2 or less then the attack gets +4. Dice value goes down by 1 for each stack of Wounded. (IE: d20 - 1 = d12 d20 - 2 = d10 d20 - 3 = d8 d20 - 4 = d6)
Weapons that utilize either Str or Dex have the Finesse property. Keep in mind most players will pick either Str or Dex as their primary combat score and are unlikely to oscillate between the two.
Okay so..not sure about the secondary effects generally things like that have been regulated to class abilities or feats up to this point.
So, anyway I would find a weapon that has the two-handed requirement but not the heavy tag, and one that has the Finesse and Versatility tag and take the damage dice from each of those and move up and down the steps until you reach the middle point (see example below), then classify it as a Martial Melee Weapon requiring specific proficiency.
d4, d6, d8, d10, d12, 2d6, 2d8, d20, 2d10
So say I pick a weapon with a d4 damage and a secondary one with a d8, moving the d4 up one step and the d8 down one step brings me to a d6.

I got exhausted just reading the description, let alone trying to use it in a game.
The sickle is a weapon that already exists in game. Use that and let your class abilities make it powerful.
If it's going to be a martial weapon, there's a clear formula to follow.
Start at 1d8.
Pick a damage type (probably bludgeoning, piercing, or slashing).
Add one minor beneficial property (finesse, thrown (20/60), or versatile (one die size higher)), if desired.
Determine other properties and adjust damage accordingly. Reach and light each reduce the die by one size, as does a second minor beneficial property. Heavy increases the die by one size. Two-handed replaces versatile and sets the base damage to the versatile damage. Range reduces the die by three sizes. Ammunition and loading both require range and each increase the die size by one step.
Assess any special properties and adjust damage accordingly.
See what I'm having trouble with is that is written here, this weapon has the option to roll either Str, or Dex, or both. Realistically even if it's being used by a dex focused character using both str and dex mods will always have an advantage over just one or the other. Unless of course, the ability score is such that one would cancel out the other. I have just a ridiculous amount of school work to finish up but when I do I'll come back and gen up something, either editing this or posting a new reply. Fortunately, I recently saw Moana for a narrative analysis paper.

Yes...of this I am aware. My response was to the blurb that had been posted before that started with this line "When attacking, roll either a DEX or STR or both". That is why my post referenced what was written before.
