Here's a crack - I based it off the DMG guidelines for spell damage. It's mostly weaker than Fireball (because everything is) but has a higher theoretical single-target damage. Damage is lower than Spirit Guardians, but the range is much better.
Sentinel Hydra
3rd Level Conjuration
Casting Time: 1 action
Range: 90 ft (special)
Components: V, S, M (a bit of flint and snakeskin)
Duration: Concentration, up to 1 Minute.
You call forth the essence of fire to protect you. Three burning hydra heads sprout from the ground in an unoccupied space you can see within 90 feet. The first time a creature enters that space on their turn, they suffer 3d8 fire damage.
Additionally, at the end of each of your turns, the hydra spits up to three gouts of flame at targets within 60 feet of it. These gouts can be directed at one target or several. Make a ranged spell attack for each one. On a hit, a creature takes 1d8 fire damage.
Classes: Circle of Wildfire, Sorcerer, Wizard
