Ceo directs his question at the still-afloat thug, tilting his head so he can see him better.
The captured Gang Leader shows no recognition of the name Rolo and is cursing and flailing about until tied up.

It doesn't take long to sort the matter out and move on. You quickly reach the refugees and mayor Reeves calls a meeting of his assistants, any town watch, and the heads of certain families or groups that were influential back in Garrum.
He informs them of the need to move a little further south of the city walls and prepare to board ships that will spirit them away from the Goblin Horde danger. Most are relieved to both hear this news and have something to do. Few care that they will have to start over on an island, anything beats certain destruction by the Goblin Horde.
Many thank the mayor, out of habit, but a good many know that the adventurers are the ones that delivered them from doom and they shower praise upon you all.
(Preparations get under way. You can all stay and help, even though the refugees have everything in hand, or you can do something else until the predawn embarking of the ships gets under way.)

Bow will help if needed. If not he will see if a horse is available so he can scout a couple of leagues on the advancements of the hordes; but with time to spare to get back to the refugees when they move onto the boats.

The refugees traveled from Garrum light but now they have recently acquired possessions that slow them down some. Luckily they are not in any immediate danger. They reach the rendezvous point and you can dimly make out lifeboats approaching the shore. As the refugees begin loading themselves and their supplies aboard a young mother stumbles, and to keep ahold of her newborn she drops her bundle, but before it can hit the ground it is snatched out of thin air by a halfling who helps her board. Every lifeboat makes several trips each, and each time they are filled to the brim. The children are excited to be ferried out to large ships and galleons, while waiting they are kept busy playing in the surf with a large black dog. It is friendly & playful, but protective of the children not letting them wander into the water.

Randall stays with the refugees and treats what illnesses and injuries there are. He makes sure there are arrangements for the proper medical supplies and nutrition (including fruit) in case of a prolonged sea voyage.

You only saw the halfling from a distance, and from behind... but who can be sure. Maybe your paranoia is getting the better of you.
Mynash and his consortium of merchants have wealth that rivals some of the merchantlords of this great city. All the provisions and supplies that one could want have been provided, not just for the voyage but also for the initial start of the 'new colony.' At least enough to last until ships begin visiting the trade waystation.
