Calling on her street smarts, Pepper says, “Yes, but going door to door in a nest like this is likely to get us killed, or an innocent. What we need to find is someone in the know, or a lookout. A safe house like this is not going to be unguarded.”

"Maybe we can find someone who might be able to give us a hand. Anyone see any kids around?" Cyril takes a moment to look around, hoping to find a local child that he can attempt to bribe some information out of.
Pepper moves to the very first door (facing south, at the beginning of the hallway). She stands to the far side of the door, up against the south wall. “You’re up, Ashe. Talk sweet, lie your face off, and see who’s in there. We’ve got your back.”
”Caelyn, Cyril, keep an eye forward and back, don’t want them coming at us in the hallway from a bolt hole. Pernach, other side of the door. Kira, you’re our wild card floater.”
When everyone is done doing whatever they are going to do (again, don’t feel like you need to do what she said), she nods at Ashe.
If the door is boring, she does nothing.
If the door reveals something harmful, she’ll draw and engage.
If someone else notices something… well, it depends on what they notice and how they mention it. ;)

Ashe will go door to door as requested, changing his story depending on who's answering. Raising funds for a nearby orphanage, looking for a lost puppy, preaching in the name of any number of different gods, posing as a journalist covering inadequate housing in the district. Anything he can to keep people engaged and give his party a good opening, all while keeping an eye out for anything that could betray an occupant's allegiance to Daask.
(I'll keep your input above as a standard procedure for other doors you check out. =) Ashe develops a number of plausible stories as he knocks on the first door of the tenement building. He waits a few moments, and when there is no answer, he knocks again. If he checks, he'll find that the door is locked.
The party decides to keep moving, and goes to the other door on the far side of the building. After knocking, the group hears a female voice shouting through the door - "Go away!"
(Ashe - you can try a Persuasion check if you want to keep your previous idea of getting people to answer their door =)
