Seeing a warrior of Tor's stature and assuming that he's some form of leader, the two mounted "knights" ride directly towards him to attack, hoping to eliminate any organization among the people.
While both of Tor's attacks hit, the mounted struck warrior appears more irritated than hurt. Closer now, the party can see that they're both human women, dressed in dark green leather armor, the color of seaweed, with three golden lightning bolts embossed on the chest. The knights flank Tor as they attack, first one then the other, each wielding a lance. Attack from knight 1: 10 Damage: 6 Attack from knight 2: 12 Damage: 12 (since her ally is within 5 feet, if this attack hits she also deals an extra 4 piercing damage).
Both knights continue riding past Tor, hoping to disrupt the people. Tor, you can make an attack of opportunity towards one of the knights if you choose.
Meanwhile, the archers pull their wagon off to the east, herding the people back toward the west, and shoot multiple arrows into the crowd (2 each), seemingly more to cause disruption and terror than with any specific target.

Siegfried howls in outrage as he sees the strangers firing indiscriminately into the crowd. He runs 20 feet forward, between the two mounted knights, and clutches his holy symbol. "Chauntea! Hear me! Send forth the guardians of the fields to smite these wicked ones and shield the innocent!" As he complete the spell, gleaming spirits appear in the air around him. Faceless figures with rakes, scythes, hoes and axes swirl and dance around in a 15 foot radius.
In his mind, he orders the spirits to target only the strange knights, archers, and their water horses, leaving the rest of the people here unharmed.
[Siegfried casts spirit guardians, upcast to level 4. When you cast this spell, you can designate any number of creatures you can see to be unaffected by it. An affected creature's speed is halved in the area, and when the creature enters the area for the first time on a turn or starts its turn there, it must make a Wisdom saving throw DC 17. On a failed save, the creature takes 18 radiant damage. On a successful save, the creature takes half as much damage.]

I'm not sure whether the knight I hit is the one that also hit me or missed, so hopefully this will make narrative sense:
The brief pause in their charge while lunging with their lances was enough time for Tor to turn and allow the wooden shaft to blow past him, opening the attacker up to two quick slashes of his own blade. However it also put him into line with the other lance which caught him and took his breath away. As they rode past him he swung backwards with one more slash against the knight he had already attacked.

I can't tell the exact rolls for that damage as I'm on mobile, but two dice plus a 3 means that there must have been a 1 and a 2, both of which I can reroll once with Great Weapon Fighting, so I'm just going reroll the whole damage roll, please let me know if that's wrong.

Brother Siegfried steps forward and calls forth the holy spirits of the harvest, turning them to reap the bodies of the attackers. (Enemies' Wisdom Saving Throws: 1: 2 2: 8) (Enemies' Mounts Wisdom Saving Throws: 1: 9 2: 18)
Both of the women find themselves hampered by these vengeful spirits, and one drops and rolls to the ground as her liquid mounts suddenly discorporates, leaving her on the ground in a puddle of water.
The people scream and run away from the attackers, leaving the field mostly down to just the party and the enemies. Sgt Yorrum has his shield up, defending the council as they too retreat.

She noticed the ones on the peculiar horses were firing into the crowd, so not being completely sure what is going on, she readies her attack towards them, including the one that has apparently lost said horse - if one of them attacks, she will send forth her blast towards it.
