with an uncharacteristic grin (that doesn’t quite look sane) he pulls out the hemp rope he had been provided, looks at it with a bit of disgust, and then pulls out a coil of grey silk rope. “Better. But shorter.. probably need both.” He acknowledges.

I have a bone to pick with Heward on his haversack design- or should have a warning label. I mean everyone knows not to mix extra dimensional space types.. I just was unaware that sword.. well…. Anyway, I didn’t have a way back, you see. I found a Gith warrior and a red dragon to escort me for a while.. I’ll tell the story when we have some tea…or ale.. I was trying to get back to you all in time to help with that fight, and claim our just rewards, but then I went..other places. Sorry about that. Out of my control really. as Sam has spent a lot of time with T before his disappearance
T is definitely a little “off” but he always was odd. Something very disturbingust have happened to him. But other than that he seems like the same guy.
You’ve gathered he has trouble remembering his own history sometimes (if asked, he blames it on all of his time travel with a long techno-babble explanation for it) and a higher check might reveal he’s not entirely sure what he did on the astral plane- it’s all like vague memories of dreams- but in this case, scary ones.
You conclude that the needle can activate the device on the fifth floor, overhead. The device is a psionic activator; so, unless someone here had psionic abilities, (such as Great Old One warlocks, psi warrior fighters, soulknife rogues, and aberrant mind sorcerers,) activating it would require allowing the needle to puncture someone's neck, connecting to the cervical spine, allowing the user to power the device with their life force and control it with their mind.
As yet, you have not determined what the device is, but looking uo from beneath it, you do see an opening on the bottom, where you can attach the mimic battery.

Only one way to find out. Meanwhile, if you actually go up to the fifth floor, perhaps trhough that hole in its floor, your current. ceiling, you can determine what it is. At this point, for all you know it could be a self destruction device. It's not, I'm just saying.
(Well, that would be one way to take care of the Forge, I guess.)

This 8-foot-diameter, 10-foot high room holds a large artifact called a teleportation ray. The artifact fills the entire room except for a small 3-foot diameter gap at the center of the room, just above the hole that connects the fourth floor.
The room is totally dark except for the light from Angus' torch. The large artifact takes up almost the entire room.
<Well, I certainly didn't mean to tell you it was a teleportation ray. If it is labeled it's in a protodraconic script used in somw parts if Abeir, so not something you could read at any rate. It is revealed with a DC17 Arcana / Investigation check though, so let's just assume T makes it. identify has the same effect. >
The teleportation ray can be activated for 1 minute via the psionic activator on the fourth floor.
Re the mimic battery: One charge is enough to keep the ray active for 30 days. When activated it produces a beam of light, directed through the hole between floors, that teleports any creature that it touches.

I'm not one to call for an athletics check to climb a rope. If you want to climb a rope, climb a rope.
