Further removed from the source of the found odors, the procession stops at a mid sized subterranean chamber with a few columns of daylight shining in at odd angles through holes in jn the ceiling overhead. He is expected to wear the cloak (as far as I can tell there is no cannon color for these things, so you decide) and if called upon by a Blade, a Cloak or in force of contract, he is expected to perform the task demanded. Further, Tetrevess should uphold the Arcane Edict, but in practice, he might use some discretion for lower level spells. This is all explained to him as he is led about the tower and shown the libraries and the mundane chores and wares within the tower. The basement houses a vault of arcane items, which he is forbidden from entering. If he finds any arcane items in town he should return them here to be identified and disposed of as higher ranking Cloaks determine. Also, starting tomorrow, he had to render 3 days of service, twice per tenday,, effectively on-duty, which is to say patrolling the streets either with other Cloaks or soldiery as determined by superiors. All this explanation takes the majority of the day. You uave access to dining facilities in the tower and you are paid a stipend of 150 gp every other ten-day.

The Red Wizards are effectively occupying the city as a police state, but since he was walking with a criminal, as indicated by the Bastard Bulls jacket, they asked which it was. You could definitely benefit from this knowledge, but you'd have to find a someone to let you in on it, maybe a rogue or maybe a criminal al or just a knowledgeable local.
