Perhaps there used to be a Dock 9, so he's at the spot where it once was?
Or maybe there's a business called Dock 9 in town somewhere? Or a Dock Street or Dock Lane or something, where #9 would be an address?
If there are 4 Docks and 5 high spires of the arcane, could those spires function as docks somehow? Teleportation docks, maybe? It seems like Fist and Irongrass are friendly enough, maybe the Ships and the Brotherhood share different types of shipping lanes? It's that too much of a stretch?

Treat?” Bird5- says “ secret…secret…secret seagull marks the way, is give me my treat before he go away…”
Bjorn will give each bird the agreed-upon food, but before he pays bird 5, (so it won't fly away immediately), he says, "I can give you this food, but if you take us to the secret place, I'll give you double. Deal?"
