I think Casey can catch up to Aino since she has a Broom of Flying too. Aino would have relayed Thumbtack's info about there being no other assassins visible to Storm and Kileprat. They could tie up the hypnotized Assassin 1 so even when he gets hit and wakes up, he is still restrained.

Aino makes her usual 2 attacks, the first with Booming Blade. With the target prone due to Casey'sTasha's Hideous Laughter, she makes both attacks with advantage, and so best of 3d20s due to the Elven Accuracy feat. Still concentrating on Hypnotic Pattern.
Weapon attacks non-lethal, but no way to make the Booming Blade thunder damage non-lethal, so if the target goes to 0hp from that, they die.
Total damage if both hit: 27 (magical piercing and thunder), and 9 more thunder on top of that if target moves before Aino's next turn.

Can’t face us in the ring, has to fight dirty out on the streets!”

OOC: Darn, Aino was going to come back on her Broom of Flying and project a Minor Illusion with the voice of the guard captain whose goons ambushed us last time shouting down threats as if hidden on the rooftops.
"Our two assassins may have failed to kill you this time, Last Copper, but we'll be back! No way we the Syndicate are letting you win the tournament, no matter what rules we have to break and how many civilians we have to hurt or kill to get our way! We are above the law!!!"
(To try to sway the crowd against the Syndicate and make them sympathize with the Last Copper).

That's just a good idea. You can do that. Make a persuasion roll at advantage.
Storm will pull the tied up assassin closer and ask quietly "So tell me, who sent you? Your body will stay intact if you tell us."
