Dahme'dre takes a couple steps back to take cover behind the party. She'd rather not attack the pair on the pier. There's no sense in adding enemies to the mix.
"Sounds like a plan if I ever heard one, Erdan. Focus fire on the bow-man."
She hums in anticipation, and blasts the foe on Erdan's mark. (Initiative: (1)22, Attack:10, Damage: 5)
(Are the pair on the pier connected or just basically bystanders?)

As the hound carrying the decoy paper approaches within a few feet of its fellow dogs, Erdan and Dahme'dre unleash their magical powers almost in unison.
Erdan, you whisper an incantation that is all soft sounds and silken promises of repose, pointing to each of the four warhounds before you in turn. Two of them succumb, growing rapidly weary and slumping into slumber, their fellows staring at them noncomprehending. As you turn to the third hound, it blinks several times, its leg folding once but then shakes its head, growling and shrugging off the effects of your incantation.
Dahme'dre as Erdan focuses on his sleep spell, you take a more direct approach, blasting a beam of pure destructive energy at the balcony where you believe the crossbowman to be hiding. Despite the distance, darkness and the cover of the crumbling balcony railing, you are rewarded with a curse and scream of rage as the beam lands home.
The two hounds still on their feet before the group turn their heads sharply at the sound of their masters scream and then launch themselves forward toward the party, slavering jaws open. They seem to fly across the open ground, crossing much of the distance in the first few seconds. In moments, they will be upon you, ready to tear you limb from limb.
Haseren and Valen, your spellcasters bought you a moment's respite from crossbow bolts but the hounds are coming for you. What do you do?
Valen will charge the hounds. As the blade swings, divine light illunimates his senses and he catches an opportunity for follow-up.
(Attack: 22 for 4. Minor action to invoke the War Priest festure for a second attack: 23 for 9)

Aio circles the group, waiting to see how things turn out. She's also trying to catch sight of the crossbow wielder, eager to put an end to the conflict quickly.
Valen, you and Haseren charge out side by side to meet the onrushing hounds. Haseren is half a step ahead, pivoting smoothly on one foot to drive his longsword in a horizontal arc at the lead hound. The beast sees the move coming and attempts to leap over the blow, but Haseren was already turning his strike. As the hound leaps up, he skewers it from below with an upward slice, spilling its guts into the water covering the cobblestones at your feet.
A heartbeat behind him, you stab at the second hound from behind your upraised shield, scoring a deep wound on its flank. As it attempts to dart around you, the touch of the divine surges through your swordarm. Moving almost on its own volition, your hand darts out, neatly severing the artery in its throat and causing it to flop, dying on the floor as its lifeblood pumps out to mix with the already filthy water.
No sooner were these two hounds dealt with when two more burst from the shadows, one on each flank. Having moved silently and waited for their opportunity, these hounds now find themselves without the armored bulk of Valen or Haseren between them and what appears to be easier prey. They launch themselves at those of you still on the pier.
Dahme'dre, you have almost no warning as a blur of brown fur, hard muscle and slavering jaws flashes into being to your left. You attempt to dodge but are far too slow, and the hound barrels into you, its teeth sinking into the meat of your already wounded leg (take 3 damage. I don't think that quite knocks you unconscious, but if it does don't forget to roll a fortitude save every round).
Erdan, alerted by Dahme'dre's scream of agony, you throw yourself instinctively flat and the leaping hound passes clean over you, landing with a splash in the filthy water. It tumbles uncontrolled for a moment but quickly regains its feet and looks ready to press the attack. What do you do?
If Erdan sees Dahme'dre go down, he will attack the hound that just attacked her, and try to stand over her. If she isn't down yet, he will attack the elf in the shadows. Either attack will be a fire bolt.
Dahme'dre cries out in surprise, as her efforts to stay well behind her allies prove fruitless, and a beast charges past them to seek her out. Sometimes instead of relying on magic she has to resort to physical efforts. She pulls a dagger from her belt and attempts to drive it, with teeth clenched, into the creature, hitting 7 for 4 piercing.

Aio saw Dahm'edre go down with the dog and decided it was time to intervene. She dove from the sky at the dogs attacking the two casters, shortsword bared, and lashed out at them with the weapon before lashing out a second time with her talons.
Erdan, with Dahme'dre still on her feet and fighting you attempt to whirl and launch a [Tooltip Not Found] at the distant elven sniper. You summon your arcane power and the bolt materializes but your aim is thrown off by the menacing hound at your feet. It flies wide, narrowly missing Haseren's shoulder as it explodes against a dilapidated building just ahead of him and to his left, The flame impacts on a dry curtain, which begins to smolder, than burn.
Haseren, no sooner had you dealt with the hound before you than a crossbow bolt explodes through your shield, the deadly steel point coming to a quivering halt a hairsbreadth from your cheek. You are unharmed, but it is something of an unnerving sight. Ahead of you, you hear the elf curse and, with graceful agility, swing himself up the side of the building he is standing on, re-positioning himself on the roof and almost entirely out of sight.
((18 AC for the win! ))
Aio, you come screaming out of the sky in a desperate effort to save Dahme'dre from being torn apart. Landing in an agile combat crouch you unleash a blow with your shortsword, trying to sever the hound's neck in a single blow. At the last moment, the hound is able to roll to the side, and you instead score a grievous wound along the length of its slash. You attempt to follow up with a slice of your talons but the hound continues rolling, its rapid movement taking out of your range before you can finish it off. It stands up, panting and with blood pouring freely from its side, but the madness in its eyes indicates its not down yet.
((I gave you advantage because no one ever expects the dive bombing karate-chicken.))
Dahme'dre, weak from bloodloss and startled by Aio's intervention, you are unable to land a blow with your dagger before the hound rolls away from Aio's vicious talons. You now stand with Erdan and Aio to either side of you, each facing off against their own hound assailant (though the one facing Aio looks to be on its last paws).
Haseren and Valen, you stand over the broken bodies of two hounds. Behind you, Aio, Dahme'dre and Erdan face off against two more while ahead of you lie the slumbering forms of the last two. Just ahead of you, a blaze is rapidly spreading over a building which looks far from stable while beyond that, the Elven crossbowman has just disappeared over the roof of the building. What do you do?
