I don't think I remember anything about halflings and facepainting. 

Zephram and Phaalisse, you don't remember anything. Torkalyn might, if he gets here in time to remember something before you move elsewhere. 

Do you approach the glass cabinet, talk to the laughing halfling, the clown, or go straight to the tent? Or something else?

I walk up to the halfling woman and say, "What's so funny?"

I will approach the glass cabinet, while eavesdropping on the other conversation.

Zephram: The halfling woman replies between gasps and wheezes of laughter, "I... I don't know... I just... have to laugh!"

As you look closely at her, you notice that her eyes don't look amused, they look scared. 

Zephram and Phaalisse, please roll a Wisdom saving throw.

Oof.

Zephram, you start giggling as you too become affected by the Tasha's hideous laughter spell emanating from the mannequin. You fall to the ground and continue to laugh. Make another wisdom save, or you can continue to roll on the ground until the spell wears off. 

Bloody Tasha.

Phaalisse starts giggling, ending up rolling on the floor with the others. 

How long does that last for?

A minute. The halfling woman's wheezes finally slow and she stands up. She looks at both of you, shakes her head, then turns around, calling "Rubin! Where are you?"

"He went into the tent, but didn't get his ticket punched. I hope that he hasn't met an ill fate. Whereas Tasha," gesturing towards the mannequin, "perhaps should be punched."

I offer a ticket to the blinking clown. "Now that indignity is over, I guess I am to present this to you. Have you perchance seen a displacer kitten called Star?"

As Phalisse does this, I talk to the halfling woman.

"I fear you may have accidentally offended your beau. The enchantment took effect just as he appeared to be asking for your hand in marriage."

The clown watched sadly as the halfling disappeared into the tent and blinks up at Phaalisse when she approaches. He punches your ticket, and doesn't reply when you ask about the displacer kitten. He points to a grey star design on the almost monochromatic clown costume he is wearing (a strangely dull costume amongst all the colour and excitement of this place), and then points to his oversized watch, then shakes his head. He makes a gesture to indicate something small. 

The halfling woman stares in disbelief at Zephram. "No, he wouldn't have been offended, I'm sure. It was obvious I was under a spell, right? Right?" She bursts into tears herself when she sees your unsure face. "Will you look for him? I don't want to go in there myself. It's... it's a bit strange in there. My name is Ween. I would be obliged if you would help."

I'll enter the tent.

 I say, "Of course, Ween. I was heading in with my friend anyway. We'll be back before you know it."

Then I hand over my ticket and follow Phaalise inside.
