If the party makes it to the watchtower without being spotted or accosted by the bullywug, Valrieth waits until it seems like the coast is clear and then moves under the watchtower. She squats down with her back to one of the support beams as though resting and makes sure that her ears are hidden by her hood. She hopes that if she's spotted, she'll just look a weary traveler, like a small halfling.
Zylo and Iali can either talk to the bullywug (from the ground) while Valrieth hides. Or they could climb the ladder to surprise the bullywug while Val waits below for them to tell her that it's safe to come up the ladder.
"Hmph," Zylo grunts, looking up the ladder he whispers to Iali, "so, you're lighter on your feet than I, as you know I am not a quiet talker or killer. Would you like to go or shall I? I do not mind tossing them from the top of this tower, but I am afraid I won't be able to hold in a battle cry or two."
Iali whispers, "I can fly up and take them by surprise from the outside if you come up the ladder to back me up. Is our aim to kill or just knock it out? I wish I'd prepared the Sleep spell..."

But neither of you have been seen with me yet, so you should be able to go up and just talk to the bullywugs in the watchtower. As long as you're polite and don't offend them, they're pretty good with visitors in Downfall. Since they didn't spot us coming here, there might not be that many guards up in the tower at the moment. Maybe you could scare them into silence or convince them that you have a sick friend who needs to rest for a bit. I could just keep my head covered and join you once you let me know that it's reasonably safe, and hopefully we can convince them that I'm not his 'Val' that everyone's looking for."

He glances down at Val and then up to Iali, "If he's nice, we'll just knock him out if he doesn't listen to us, but if he's rude."He pauses as he starts to climb up, "well, no one likes a bully."
Iali spreads her wings and heads up outside the tower, swooping through the open area and landing on the platform. She deliberately staggers and leans on the wall. "Hello... May I share your perch here and rest a while?"

Zylo climbs the rest of the way up into the tower and stands at his full height, "You seem to be in a rough spot here, do you risk a violent solution and a shout, but then we kill you before anyone comes to see what is happening or do you relax, let us share some food with you and you have a chat with us so that we all get what we want. We've had a very long day today, so I am happy to go whichever way you want to go." (Intimidation? 0 not even gonna try with guidance lol)

If he did not win the succession fight, then the bullywugs currently chasing her answer to Duke Ickrind's rival in the Sunken Court. She wonders whether Duke Ickrind would shelter the party overnight if they promised to help his case against the other bullywug nobles....
Of course, they would have to figure out whether he's alive and how to find him.
The young guard is not intimidated and screams at the top of her lungs "Intruders! Help!"

Val hears the shouting and stands up, still holding her hood pulled down tight over her head. It doesn't sound like the "negotiations" with the bullywug are going well. She wonders whether they should just try to get out of Downfall. (So far, no one knows that Zylo and Iali are helping Val, and maybe the bullywugs would let the group go if they don't realize that Val is with them.)
Since they'll soon be surrounded by more bullywugs, Val throws caution to the wind. She moves to the bottom of the ladder and calls up to Zylo and Iali: "Ask who the current ruler of Downfall is and whether Duke Ickrind still lives."

Zylo growls, but stops just before he does something rash as Val calls up, "Uh, whose the current ruler of Downfall, does Duke Ickrind live??!"He almost sounds slightly confused as he asks the question, looking beyond the bullywug to Iali. Looking around you can see some of the Bullywugs are making their way to the guard tower. They are still some distance out, but they are coming.
