Gan-Re's blood is up, he is in the hunt now and his prey is in sight. He gives into his primal instincts and all he can see is the Kenku as everything else slips away and the Rage takes over. He flies down onto the Kenku and attempts to grapple them.
(Was Hisashi standing near to Kettlestream when the entangle spell was cast. If so then Hisashi needs to make a strength save. On the other hand if Hisashi was waiting next to the party then Hisashi needs to dash to reach Kettlestream. As the kenku did not run until the entangle spell was cast)

Round 1
Didn't Finley take ready on round 1 with that spell? That should mean that Finley casts the spell as his **reaction** on round 1 as soon as the kenku started to dash.
That's important because if your cantrip hits on round 1, it eats up 10' of the kenku's movement on round 1. That would mean that she only manages to dash 50'.
Round 2
As round 2 starts, Kettlestream would then be 50' from the party, not 60'.
That means that Gan-Re can use his normal movement (50 ft. of flight) to get back into melee range and grapple in round 2. Otherwise, he can catch up to Kettlestream in round 2, but he wouldn't have enough movement to catch up and take an action in round 2.
Finley is 50' away from Kettlestream. He could use his movement to get within 25' of her and then cast thorn whipagain in round 2.
The order of the actions of the party members matters. We don't want Gan-Re to successfully grapple and then Finley's thorn whip pulls the kenku out of the grapple. If Finley goes first, then he might drag Kettlestream another 10' closer to everyone before Gan-Re tries to grapple. If Gan-Re goes first, I guess Finley can see whether that succeeds. If so, just use round 2 to dash all the way up them (50' of movement in round 2). If not, move 25' closer and then use thorn whip to pull Kettlestream closer.

I think that part of it involves getting at least one person into 5' range with Kettlestream each round so that at least one of us gets and Attack of Opportunity to grapple her before she dashes away again. I'm assuming that Kettlestream ran straight off to one side or the other, perpendicular to the line between Finley and Val, and Val is also about 50' from Kettlestream at the start of round 2.)

Val gives chase, running to the "far" side of Kettlestream to cut her off. As she gets close, she pleads, "Kettlestream, please stop running! We're not trying to hurt you! We just want to talk."

That should put Val in Kettlestream's melee reach for round 2, but Val will risk it. Val is trying to make Kettlestream choose between
stopping to talk to the party
disengaging to avoid attacks of opportunity, which will give her less movement and make it easier for the party to keep up with her
attempting to dash again, which should give Val an attack of opportunity on her reaction in round 2 to attempt to grapple or to help another party member who makes a similar attack of opportunity

Yes the party is still on the lawn in front of Silver Song Lake. Yes you can use shape water. The crowd disperses, running in every direction.

(Yes carnival goers were also trapped by the entangle spell)
(So yeah it would be in her nature to help them over catching the kenku)
(Yes, but just for a couple of rounds, when Gan-Re said that we didn't catch the kenku. After that, Val ended concentration and all of the vines wilted away.
But I guess that means that Hisa has to spend this round dashing just to catch up to the group.)

Gan-Re cases / flies after the Kenku. His rage gets hotter and hotter after he misses his prey. He strikes once more and goes for a grapple.
