They just gain a bunch of privileges ranging from discounts and special treatment at shops and inns to having some general laws of the land not apply to them. Catherine and Horace on the other hand, do have more than enough power to overrule any local authority. However, they would still have to go through paper work which would take time. This is why Tier 3 bodies usually don't act on local affairs unless it's something massive. Like, something that can pose a threat to the entire country as a whole.

Samuel stays quiet but nods to confirm Torelgen's suspicions. "Samuel, I understand how you feel. I too don't, can't fully trust the goblins myself. However, most of the people in the town agreed to let them do their business and help each other out about half a month ago. As village elders, don't you think it's important we put our own fears aside and follow the wishes of the people? We may be the authority in Camenose but we are just representatives of the village populous. We can't act against the wishes of the majority."
Samuel objects, "But what if the populous don't know what they want? What if-"
"What if their decision leads to ruin? So far, we have no concrete evidence that the goblins are secretly working against us. We don't know what will lead to salvation and what will lead to ruin. In times of such uncertainty, we must follow Lathander's ideal. If Someone like Tiamat asks him for forgiveness and promises to become good if Lathander would give her a chance, no matter how likely it is that Tiamat would betray him, Lathander won't break his promise. He would prepare for a betrayal but he won't break his promise and work with Tiamat. We should work with the goblins and uphold our promise." Samuel goes quiet.
At this point, a faint light bathes the world in a bluish gray hue. The sun has just started to rise. It is now 4:00 AM.
Torelgen turns to the party, "What will you guys do now? You've captured the leader of the Dark Masks and, as I recall, completed your mission here."
Everyone gets 85 XP. Your XP is now 740. Looking over everyone's character sheet, some people missed out on some XP. Not to worry, I'm setting everyone to 740 XP. Henceforth, I will personally handle changing your character's XP.
"Thanks to Henna!"says Valwarin when he hears Torelgen's speech "There is still hope..."he seems truly relieved. "Thank you Torelgen. Thank you."he says to the dwarf cleric shaking his hand.

"Should we rest and then go back or do we depart after breakfast?" ask Val to the rest of the party.
While the party is debating whether they should stick around for breakfast or hit the road, a female half orc with light green skin drifts into town. She is wearing nothing but straps of multicolored cloth stitched together to cover the important parts. Her eyes are blue and her black hair is pulled back to make braids. She has a tattoo of a hammer on her shoulder that seems to shimmer in the light almost like it is slightly reflective. She is also carrying a pretty big hammer with her. The hammer seems to look similar to the one depicted in her tattoo. She is relatively small for a half-orc, standing at 5ft tall. She also looks less muscular as well. She also appears to have taken more from her human side as she looks fairly pretty. However small tusks peek out from her lower lips.
Runt approaches the group Excuse me, Are you the ones I'm looking for? Catherine Darkwing sent me. Seemed to think you all were in need of some extra muscle.

Its badly crumpled and torn but lists the names of the members of the adventuring party.

(Assume Elsara was a little waylaid as she spent time setting up the alarm spells, one at the front doorway, and one at the entrance to the bedroom of Samuel's house.)
Elsara skips along the streets to follow up behind the group, while appearing more carefree as her usual demeanour would reveal, she is keeping an eye out in case any sneaky masked people are still around.
So, let me make sure so I don't get backlash for this later. If anyone passes through the front door and the door to Samuel's bedroom, the alarm will trigger right? I am just making sure.
Also, you don't spot any dark mask guys but you do spot a 5ft tall half-orc with green skin and black hair. She is standing around with the party.
Basically anyone who isn't one of the current party members (she doesn't know about Runt, so she will trigger it as well unfortunately). The trigger will be the internal ping if Elsara is within a mile of them.
Elsara looks curiously at the half-orc from a distance before bobbing on the balls of her feet and wandering over to the group.
(Quick description of Elsara)
A young high elven woman, short in stature with long golden blonde hair tied back in a pony tail. She wears a traditional set of traveller's clothes, though they are a little loose on her sleight frame. Beside the backpack that shows her adventuring style, she also has strapped to her belt three weapons, a shortsword, a scimitar, and a jagged curved blade with a unique design to it.
Oh right, basically on the interior of the room, so if someone steps into the room within the 5 foot-ish area in front of the doorway. (Not the outside, so if someone just goes over and knocks on the front door Elsara gets a ping in her head.)
