You present your Holy Symbol and censure Undead creatures. Each Undead of your choice within 30 ft. of you must make a DC 14 Wis. saving throw. If the creature fails its save, it has the Frightened and Incapacitated conditions for 1 minute, and for that duration, it tries to move as far from you as it can on its turns.
Whenever you use Turn Undead, any Undead that fails its saving throw takes 3d8 Radiant damage. This damage doesn’t end the turn effect.
Shadows 2&4 would also be subject to the following: If the creature fails its save, it has the Frightened and Incapacitated conditions for 1 minute, and for that duration, it tries to move as far from you as it can on its turns. The Radiant damage taken does not end the turn effect.

Chadwick misses with his first attack as the creature dodges unnaturally quickly. His second attack lands solidly. (Storm’s Bite added to second attack)
Yartol uses a bonus action to cast [spell]Hunter’s Mark[/spell, then attacks the vampire spawn. Short sword to hit = 21 for 5 piercing plus 1 force damage. Second attack to hit (Adv) = 23 for 10 piercing plus 6 force damage. Follow up with scimitar to hit = 16 for 9 slashing plus 1 force damage. Total = 32 damage.
Shadow 1 attacks Kragen, to hit = 20. Minus 4 for effect of Bane = 16. A miss.
Shadow 4 flees. Yartol uses his reaction to attack the Shadow 4, to hit = 13 for 8 slashing damage. It is destroyed.
Starker jumps at Trolkarl's admonishment, quickly stowing his new trinket. He looks around the corner and fires a Fire Bolt at the Vampire Spawn with partial cover from Yartol, to hit = 28 (Nat 20) for 26 Fire damage. The creature screams out in pain. Starker finishes with the "pokey" half of his routine to retreat into the alcove.
Starker initiative now 21.
Kragen still has an open option for Reaction on Shadow 2.
Xymox leans slightly past Trolkarl's shoulder, peering at the spawn with clinical disappointment.
“A verse for you, you bargain-bin Nosferatu!: Your face is pale, your style stale, your unlife sadly doesn’t scale. You’re welcome. That’s the only legacy you’ll ever have.”
Xymox uses VICIOUS MOCKERY on vampire spawn:
You unleash a string of insults laced with subtle enchantments at one creature you can see or hear within range. The target must succeed on a Wisdom saving throw or take 1d6 Psychic damage and have Disadvantage on the next attack roll it makes before the end of its next turn.
Cantrip Upgrade. The damage increases by 1d6 when you reach levels 5 (2d6), 11 (3d6), and 17 (4d6).
Kragen seizes the opportunity and reacts by pointing The Judge at Shadow 2. Saying a prayer to Tyr, you see a flame-like radiance descend upon Shadow 2 engulfing it in an orange radiance.
Sacred Flame Dex 14 sav (would this be at disadvantage since its incapacitated??)
Kragen reacts. Shadow 2 DEX save = 19 - 2 due to Bane for a 17. Success. Incapacitated does not affect saving throws.
Not sure how to balance Incapacitated which does not allow actions or movement and the imperative that it move away from Kragen for the next minute on both effects?! "I don't think you thought this through....," I say to WotC.
Vampire Spawn WIS save = 14, failure. It considers the choices that led up to it being here, taking 7 psychic damage.
Starker repeats the mage-Hokey-Pokey, critical and all. His fire bolt hits the vampire spawn for another 25 fire damage. He retreats to his corner.
The Vampire Spawn is now rightly enraged. It teleports again and attacks Starker. Claw attack at Disadvantage (5,17) = 11. Miss. It attacks a second time, to hit = 19. A hit. Until Starker reacts by casting Shield, repelling the creature's assault.
Kragen, unsurprised that more undead lurk about, calls upon the power of The Justice Bringer.
Holding up The Scales of Justice, he channels divine power from the outer planes. With a powerful glow, he works to censure the dead about him.

I believe 2 of them should have the Bane effect?
*sorry for the delay in posting all!
Shadows 2 & 4 fail their saves, taking 22 radiant damage. The others and the vampire spawn succeed, taking no damage.
Chadwick to act.

Yes. Condition markers in place.
Chadwick to act.
Chadwick uses his BA to cast Hunters mark, then attacks the vampire spawn twice.
Atk 1: 13 to hit, Dam 8+3(GWM)+1(HM)+4(storm surge)=16
Atk 2: 28 to hit (nat 20) 14+3(GWM)+6(HM)=23
Chadwick misses with his first attack as the creature dodges unnaturally quickly. His second attack lands solidly. (Storm’s Bite added to second attack)
Shadow 3 attacks Kragen, to hit = 8. Miss.

… twisted time line; redundant post removed …
Kragen points The Judge at shadow 3 and completes a prayer to Tyr. A flame like radiance descends and engulfs it in an orange glow.
Sacred Flame. Dex 14 sav
2+6+3=11 radiant damage
Shadow 3 fails its DEX save = 13. Takes 22 radiant damage.
Chadwick to act.
