There are three times you will roll a d20 in this game (ability checks, saving throws, and attack rolls), collectively ... these rolls are referred to as a d20 Test.
The feat, Lucky, affects d20 tests.
When you make a d20 test, you roll the d20, add in a relevant ability mod (if you can), add in your proficiency bonus (if you can), and also apply any circumstantial bonuses or penalties that may apply (say ... due to a class feature, or a spell or what-have-you).
So while it is true that Death Saving Throws are not modified by ability scores or proficiency bonuses ... it is still a d20 test and therefore can be affected by things that affect all d20 tests (or, more specifically, by things that specifically affect Saving Throws, or more more specifically ... by things that specifically affect Death Saving Throws).
The 2014 edition was much more wordy about it and specifically allowed some things to modify the roll: "Unlike other saving throws, this one isn't tied to any ability score. You are in the hands of fate now, aided only by spells and features that improve your chances of succeeding on a saving throw."
The 2024 version trimmed down some of the language: "Unlike other saving throws, this one isn’t tied to an ability score. You’re in the hands of fate now."
It applies to a "D20 test" which is any ability check, save or attack. One thing to note though, unlike the old Lucky, it seems you have to use it before the roll, rather than after seeing the outcome of the roll.
At this point, the spellbook is essentially a treasure item. That is, no one in the party can use it, but it will be worth a certain gp value as an item that could be sold.

This too, is just descriptive fluff. Other than Chromir beginning the encounter surprised, there are no other game effects in play.
Meaning, regardless of when Chromir acts in the init count (first, middle, last, etc), on his turn he realizes what the situation is and can act accordingly.

Wow! that was close. does lucky count for death saves? I thought nothing counted just a flat roll?

Not quite. It used to be three, in 2024 it is now tied to a character's proficiency bonus.
A lot of stuff subtly changed between the 2014 and 2024 rules (hence the test drive).

Cass could conceivably multiclass into wizard, but it would be pretty much all for utility and ritual spells since his int is ok but not super high.
A level plus 100 gp for Identify components is a lot for a spellbook that could be useless to us though.
