Well, your 'friend' is currently under investigation for attacking civilians in the shopping district. He's made several claims about being attacked by others, but unless some proof turns up we are to assume he might have had malicious intent. This is not the first possible mad mage that the town has encountered and because of that we take our laws very seriously. He won't be allowed to leave until the investigation is over or until Lawmaster Elmira returns. If you wish to speak to him I will allow one of you to speak to him within the presence of one of the guards."
Zephyr: When the figure get up, Zephyr notices that it is carrying something in a bundle of cloth. As Zephyr follows the the small figure through the city, they move past the open market to the town square. She watches as the figure stops at one of the statues and kneels down to it as if in prayer. It sits for a minute before it gets up and runs off into the crowd once again.

Before the being runs off, Zephyr notices it slip something into the other offerings among the statues feet.

“Hmm. Wait here for a second.” The woman gets up and walks through the doorway on the left. From what you can see this one leads into a hallway with a few other doors. The other doorway leads to some stairs going downwards that are blocked off by a set of iron bars. She is gone for a few moments before she returns and sits back down at the desk and begins writing something.
“You seem like an honest man, or at the very least you truly believe in what your saying. I’ll tell you what I will release him into your custody, but you must pay a fine and then immediately take him to get a permit. Seek out High Priestesses Narcessca and Miss Holly at the Temple of Wee Jas, his chains will not be released until they decide he is safe to be around the masses. Even then he will be watched closely by the guards. Do you agree to these terms?”

The item is wrapped up in a cloth buried beneath a few other objects, have her make an investigation check.
Having no idea what it is, she tests to see if she can carry it in her talons with her 6" high frame. If she can carry it, she will pick it up and fly it back to the sewer entrance. If she can't carry it, she will perch atop the statue and wait for someone to pick up the offerings.
Back in his cell, Perry has stopped pacing only to press his forehead against the bars and bang his head in absolute boredom.

Barbara is still waiting just outside the jail, observing all of the festival commotion. She is not accustomed to this much civilization but it reminds her of her adolescent years.
She at least keeps an eye out for any guards or warden that may be coming to the jail.
"The fee will cost you 4 gold pieces to retrieve your friend. It will pay for the permit and the damages caused by your friend. In return I will give you this letter to take to the High Priestess and she will assist you from there."

You get lost in the thoughts of your adolescent years, recalling fond memories that bring a small smile to your face. In doing so thoughyou completely zone out from what's around you.

Zephyr tries to pick it up but it is too heavy, so she perches onto the statue's head.
The woman sends a guard down to retrieve Perry. Perry is brought back up before you all his hands chained together and the woman explains the deal to him.
"Go off to the temple with you all and don't cause anymore trouble. The guards will be watching." She warns before shooing you all out of the jailhouse.
“Hello Perrance, I would ask how you’re time away was, but I feel like I can guess.” As they are walking, Wolf Pup asks, “They say prison changes a man, do you feel any different?”
