Thimol is able to quickly make it to the mayors office very quickly without anyone noticing, able to sprint from building to building and ducking behind items without anyone seeing. Sayre, after stepping out of the inn does not immediately see Thimbol (if you were looking for him).
Walt, after Sayre finishes will take the list of upgrades from Navek and with a nod say "Thanks! i will gather a team and we will get to work on getting this place put back together." the dragonborn will say with a smile. We can work out payment later. The mayor will sip his tea and pet a wolf as it walks over to him.. a little nervous at first but once he sees that the wolf is friendly he will go to town petting the wolf sending tufts of loose hair flying.
Mo, sitting around the table with the Mayor will ask, "Has anyone seen the play 'Home Alone'? or 'Home Alone 2: Lost in Waterdeep'? Perhaps our little sneaky boy can rig up some traps around the house, that only we know about. That way any BSers that come our way again will get like a paint can in the head or stabbed through the throat by a sharpened table leg or something."
"I did see those... I know that Smoke has a number of magical traps protecting his store... he may have some ideas on how to protect the inn as well..." The mayor will say rubbing his chin. "I know Slag does custom blacksmithing jobs.. he can probably craft you some bars for your windows or giant bear trap type things.. who knows.." the gnome will say with a smile.
After a moment, the mayor will say... "you know... I mean we get a decent number of carts through this town.. and it stinks that you didn't get a good look at it.. but it is possible that some spotted a cart carrying people that match the descriptions you gave... or that someone may have seen the people you described getting into a cart and leaving after the fire..." The gnome will say out loud mostly to himself but loud enough that everyone can hear.
At the mayor's office, inside or outside?, Thimbol would check for others that might be lingering about, wanting to avoid detection before stepping in. Going about looking for any sort of stationery with the Mayors symbol or something Mr. Higgins has signed his name too.
Sayre is able to find the three men standing around out front of the inn talking. With the job of boarding up the windows complete they were about to continue their patrol. Hobo Jim is still standing in his overalls and has not been taken to get a uniform yet. When you approach them, Gus quickly elbows his brother and he taps Jim on the shoulder, prompting them to stand at attention and look your direction.

Thimbol is able to easily unlock the door and slip inside. Once inside, he works quickly not wanting to spend much time in the office since it is the middle of the day and there is a large window in the office allowing anyone from the street the ability to see him if they happened to look his direction. During his initial sweep of the office, the only document he is able to spot is a framed document that contains his signature, his seal, and the blackoak crest. The document is hanging on the wall in an ornate frame with a pane of glass holding it in place.
The document appears to be a document from when he took his position as mayor of BlackOak. The frame is pretty ornate but is still just an ordinary picture frame as far is its function from what you can tell. As you examine it and pull it away from the wall to check out the back of the frame you notice that it was covering a small safe imbeded in the wall.
The picture frame / wall safe would have normally been located on the wall behind the mayor just above his seat so that the document would have been on display for anyone that walked into his office to talk with him.

Thimbol hadn't come here to steal directly from the mayor, aside from some harmless documentation, but seeing a safe he is curious to what might actually be inside.
You go to town trying to work the lock, your nimble fingers and well used tools finding all the right positions and moving through the lock smoothly... untill.. suddenly they are not... looking at the lock a little closer... you can see that it is very ornate and you were unable to unlock the safe on that attempt....
Thimbol eye twitches at his inability to open the safe and goes about rummaging through his pack before producing a forgery kit and proceeds to make a rough copy of the framed document. Wanting to replace it with the one in the frame and place back over the safe before leaving.
Mo will head upstairs quickly and set up his Hunting Trap ...that is in his inventory he assures you.... in his bedroom, so that anyone walking into his room will get ensared. "Heh heh heh, let's see you sneak in here now you stupid birds..."
And then he'll make his way back downstairs to help Sayre make up some kind of watch schedule.
**I figure with the 5 of us, the new recruits, maybe Payne and whoever else we can get to help we can maybe have a tight patrol through the town on a regular basis? Maybe someone + a wolf, just doing a lap and reporting back every hour? I don't know. Or should we have a watch tower built? or just have some one up on the roof? Thoughts?**
