Nadaar lets out a sharp hiss, eliciting some hesitation in the first in attack. But the rest sink deep into the scales. "Yeesh! Quite the proverbial bite!"
Reaction: Cutting Words reducing the 12 to hit by: 6 turning it into a miss.

Suneni lets out a cry of pained anger as the two creatures converge on her. She tries to keep them off, but they get in two good hits before— "GAH, dammit!" she yells, cursing in pain as poison surged into her veins. She gritted her teeth, snarling at the creatures. "We have to get out of the damned water! Where's Garrus?"
(Would she get an AOO on either of the creatures who attacked her?)

(Afraid not. Neither of the fish creatures moved out of melee after attacking.)
"Thanks!" Suneni would holler. That was... damn, how many times had Volgiah saved her sorry hide? Admittedly, even if she was still a bit cold on the group as a whole, she was starting to warm up to Volgiah at least. It seemed it might be in her best interests to get to range where she could help pick the monsters off at a distance. She would spend a ki point on Step of the Wind, using her bonus to disengage before swimming for the opposite shore as quickly as she could. (Since swimming speed is halved and Step of the Wind doubles speed, it cancels out to 30ft)

(@JJWattaker: Does Nadaar think from just a look that the creatures are humanoids, or would that take a check to confirm?)
(Just gonna add this for now.)
Now at the surfaced, if the ones that remained at the top appear more humanoid, Nadaar starts making calming motions(Cha Save: DC 14). "Alright, We'll get out of your water. No need for this much of a fuss, right?" Though if clearly /not/ humanoid enough for his tricks, Nadaar grimaces, and then beats tail back to the beach front. Either way, he makes his way back towards the beach front at Ogged urging.
Oggéd lashes the hempen rope to the nearest rock or tree root with a loop de loop and pull (i assume this would use about 5 ft of the length) and then using the rope as a lead, will use all the movement, dash, and anything else to try and save Garrus.
This post has potentially manipulated dice roll results.

The creatures pause in their relentless assault, revealing themselves to be amphibious humanoids with scaled bodies, webbed appendages, and tentacles. They appear to be silently communicating with each other. After a minute they come to the conclusion that this prey is not worth the trouble. The creatures descend into the frigid depths of the lake, now stained black with the blood of friend and foe alike, taking the corpse of their slain companion with them. You get the feeling that burial is not foremost on their minds.
Drenched, wounded, exhausted, but victorious, you stagger onto the shore and feel comforting land beneath your feet.
After crawling a good ways back onto land, Nadaar falls on his back laughing. "Now THAT was unexpected."He says after catching his breathe again. "Is everyone else alright?"The Dragonborn starts to look over the others until a jolt of pain reminds him of the spine lodged in his side. "Troublesome buggers must've moved in since I last was here.. *sighs* And unlike myself in particular situations, that little trick won't last for long. Perhaps we take another look around? Orr-...."His gaze shifts to the ceiling. "Mayhaps we climb across?"

Garrus leaps out of the water and shakes it off. The dark tendrils from his spell linger for a few seconds, but ultimately dissipate. He's completely unhurt, energized even, thanks to the nature of his spell, but carries a disappointed look on his face. He didn't like it when his prey escaped, but now wasn't the time for that.
Glancing down the path forwards, Garrus says, "Lets keep moving. Not safe here."

(Not the turn, just adding to the drama)
Oggéd shouts to the party;
Grab ze rope! Ah, Garrus! Where did he go?! Someone help him and I will pull you out! Tie zis rope around you!
Volgiah feels pride as her armor protects her from the creatures attacks.
Does she still see the monster holding Garrus or would she have to dive down?

Oggéd shouts
Volgiah will use her bonus action to cast spiritual weapon crafting a large war hammer to hover beside the creature that attacked her and whack it.
Attack: 21 Damage: 6
And then take aim with her crossbow at one of the creatures attacking Suneni.
Attack: 13 Damage: 7
She will then attempt climb to the surface if she hasn't made it yet, if she has she will move over toward the spot above where Garrus disappeared.
I'll take the aoo if it happens.
Volgiah shatters the ribs of the creature groping at her and sends a crossbow bolt into the chest of one of Suneni's assailants.
Suneni!

(Dm, is there anything i could tie the rope to on the shore where Oggéd is? Just asking before my turn.)
A good ol' fashioned rock should do the trick. ;)
