Halizthan, you could have tried to stay on the horse but yes, it would have bolted. I was very up front that they are not battle trained. They are just riding horses. I know it sucks to get blasted with fire but as a DM I'm just going by what was said. So even if you had managed to stay on the horse and keep in control you had still placed yourself in range of the aoe and not moved out of it.
Felicity manages to dodge some of flames and takes half damage.

She sends her Broom of Flying to Halizthan and says, "If you pass out I'll send your body this way. 30 feet's my max heal range got it!?" She then runs towards the Dragon and stands between Rend and J'Anna with her Lightsaber drawn.

Spent quite a while doing the math on this action. Concluded this was the best course of action in case we need to do more saves, everyone gets bonus on attacks, and anyone near me gets max heals. If Halizthan gets shot down to zero, I have Revives, Death Ward, Spare the Dying, along with Mass Cure Wounds (33 HP in a 30 ft radius) and Channel Divinity (50 HP divided as I see fit in 30ft)
J'Anna, it's not Disadvantage on DEX saving throws it's DEX ability checks. Best use for that would be if someone one size smaller than the dragon decided to grapple it and the dragon decided to contest the STR Athletics with his DEX Acrobatics.

Also for anyone in the future, If I (or anyone else) takes a group action that you don't agree with just say so right away. I would be totally fine with playing it out that Halizthan tried to stay on the horse. I'm really pretty flexible on a lot of stuff.
J'Anna Closes on the dragon a prayer on her lips and casts hex giving it disadvantage on DEX checks and also extra 1d6 necro damage on hits. The first strike misses but the next hits solidly and is followed up with Divine Smite causing a total of 36 DMG

Felicity becomes a buff machine for a moment radiating hope, healing, and blessing the party. She ends her turn with weapon ready between Rend and J'Anna.

Halizthan is going to get on the broom and move it slightly into the air but waiting to move as he readies himself to cast. He will mutter and then several bolts of energy leave his hand as he cast Magic Missile as a third level spell.
Magic Missile: 15
After this he will have the broom move the full 50 feet away.
(In another campaign I'm in, I'm a warlock that Hexes usually for STR or DEX because my party likes to grapple. Outside of those two, it gives disadvantage to all ability checks with said Ability so there's much fun to be had outside of combat on any of them)
Rend would spread his arms and hang his head. "Oh great red dragon!... please don't kill me!.... you are much tooo strong for this humble kobold!..." Rend would say with his shield and spear pointed away from his body. The kobold was performing a fan favorite trick of his that any of his fans would recognize from the collusion. "PU PU PU Please don't hurt me, I am much too pretty and weak for the likes of you!" As Rend shakes his knees and pretends to quiver in fear.
Grovel, Cower, and Beg
Once per short rest as an action, you can cower to distract foes. Until the end of your next turn, allies gain advantage on attacks against enemies within 10 ft. of you that can see you.
(all of you have advantage on your next attacks!!!!)
Halizthan slams the dragon with 5 bolts of energy dealing 21 DMG and then takes advantage of the brooms speed and moves away (There is a boulder in that range or several trees that would give you half cover.)
(Yeah, I was going for that lol! Rend has cowered before a whole lot of enemies much larger than him in fights in the past only to allow one of his team mates an opening to stab the enemy in the back. And the crowd LOVES it when you really give a nice performance :P)

OOC: I'm not sure that would have worked the horses were terrified of the dragon, you probably could have stayed on it but it might have run away.
(yeah, and i think we are on a tight riverbank / wooded zone so probably not tons of room for riding around quickly.)
