Okay so stacking the waiter job as a job that you'll be doing for 10 workweeks and 5 more workweeks as investigation. I'm not counting training here because your particular brand of training is counted as the in-universe explanation of leveling.
Whether or not Investigation counts as research... I'm saying it will depend on what you are investigating. Tell me what you are investigating exactly and I will ask for relevant rolls.

Checking the work rolls, it looks like I miscalculated Archon's she will get an additional 16.6 currency from work.
Archon, while working you see a new shipment of parts be delivered to your company. You don't know what the parts are since they were carried in through the back of the office in crates. Shortly after, your boss informs the crew of a new security system being put into place and gave you a new password for accessing the building.
You deduce that whatever the new security system is, it has something to do with the boxes that were brought in. The next week, you see big bulky cameras in the building. Many of the rooms now require a password to enter.
DM: Also, more equipment has been added to the DM notes (Public). For Episode 3 and onward, the usual DnD firearms have been added. In-universe equivalents of these firearms require special training to use and are generally hard to buy, requiring special skill checks to even find someone willing to sell these things. Be sure to give the equipment section of the Campaign page another look.
Investigation is always to find clues as to what happened to her parents. Let's say her lifestyle is poor. She makes OK money, so she can keep her equipment in working order, can have a phone, can buy whatever clothes she needs, doesn't go without food, but she lives on the streets (in abandoned buildings).

Investigating is equivalent to research. Each week of it costs 50gp and 100 gp extra if you wish to get a +1 on the roll. The roll in questions, I will say is an Investigation roll. Roll it once because I don't think you can afford more than one workweek of investigation. You have 4 weeks left. How do you spend the remaining 4 weeks? Your chracter's brand of training is not a valid downtime activity because in-universe, any training done like that is counted separately. The actual time passed between Episode 2 and Episode 3 is more than 75 days but everyone gets 75 days of downtime because the other time is spent training/researching/doing other stuff that go directly to power up your character (leveling).
During downtime, PCs can also buy equipment. It doesn't cost them any downtime.

Because I don't want to wait until next downtime, I'll just put the 6 disadvantages here.

Enforcer, thought stable at the hospital wasn't getting much better and the police were getting over-whelmed. Speed Blitz was once a sidekick of the top tier hero named Speed Demon. Even though Speed Blitz caused the explosion, his death still effected Speed Demon and being stricken with grief, he stopped his Hero activities without warning. With the crime rate rising police were already having trouble. Then something happened that set the rising crime rate into overdrive. The availability of weapons in the black market increased even more. The price at which they entered the market was illogically low and even some of the deadlier and harder to find weapons such as Desert Storms and Pump Action Shotguns became easy to buy if one were to go to the right people. The relatively common weapons like SMGs and Sniper Rifles became so dirt cheap that even college students could buy them if they budgeted and saved up a bit. Then there were the drugs. Dangerous and highly illegal drugs such as White Haze and Razorwire also entered the black market in high quantities and cheap prices. Due to the sheer availability of the stuff, a gram of White haze, which used to cost 100 currency, now can be bought at the black market for about 5 currency. Nobody knows who is selling all these guns and drugs at the Black Market for basically peanuts. Highly dangerous weapons combined with illegal drugs is a horrible combination. As expected, the number of crimes and violent crimes committed under the influence of these drugs has sky rocketed. Heroes who are trying to fight against the rising crime rate are getting overwhelmed and not able to keep up. Some heroes are trying to find out where these drugs are coming from but there's no luck. Emblem, DDos and Clover are busy stopping thug after thug after thug. DDoS used his hacking skills to watch over his own city through the use of cameras. Clover has stopped thug after thug after thug; getting praised for his successful reform and his flawless streak of crime fighting. To many, Emblem has become the greatest Hero of the world. Even so, with so many of the top tier heroes having died or retired during and after The Event, the sheer number of crime is too much for the remaining Heroes to completely squash.
They say, fight fire with fire and that is what some citizens have decided to do. Many neighborhoods have bought these high powered weapons from the Black Market and formed their own neighborhood militia. These militia protect the neighborhood from gangs and armed junkies. In light of a few gang attacks and low tier Villains being thwarted and people being saved by these neighborhood militia, many people have started to believe that removing the source of these guns may not be a good idea. If the supply of weapons stop, then the people will soon be left with no way to defend themselves. Those who support the removal of argue that removing the guns will solve the crime issue. In truth, it is clear to those who can think clearly and objectively that the problem has gotten to the point where there is no clear solution. Remove guns: people die to gangs with guns who want revenge; don't remove guns: the crime rate keeps increasing. The whole thing is a complete mess.
Okay, so I'm putting you in this situation since it looks like from your downtime activities that the 3 PCs hangout occasionally. Because of this, the set up of the situation I'm putting you in doesn't seem too unlikely.
It is night time, around 10:00 PM. Whispers, Archon and Shadow are walking through a relatively well off part of the city (Where are they going and where are they coming from? Well the reason they are together is because they went out together. Whether they are going from their homes to some place or coming back home from some place, that's up to you guys to decide.). The part you are currently walking through is a suburb. This section of the city is fairly large and other than the suburbs, this part of town also has a university and some shops. The richer students often get together rent houses in the suburbs instead of staying at the dorms. While walking along the side walk, you hear music. The music is coming from a house. You can see multi-colored strobe lights from outside. The door to the house is ajar. It is open and unlocked and you can easily enter but it is not open enough to see what exactly is going on on the other side. By the sounds of music and the silhouettes of people dancing that you can see through the windows, it seems like a house party. What do you guys do?
They were coming back from a club after a long night of partying. Ilia suggested that they take a detour through this upper-class neighborhood, mostly just to gape at the massive houses of those richer than them.
"Hey, looks like someone's having a party or something inside there."

Whispers went along with the detour idea. Unless while they were hanging out they got into a fight situation, it is unlikely that Whispers would have divulged much about her powers to Sam/Shadow up to this point. Most likely they've only hung out a handful of times so far. Because they were out clubbing, Whispers isn't in her usual attire, leaving behind the gothic-punk look for a simple set of black leather pants and a mesh crop top.
Whispers stops to look at the house, seeing if she can identify the music after listening for a moment, "Could be fun." she pushes some hair back from her face.
For Sam, there's probably been hints of it earlier in the night, but without her usual hood it's harder for her to keep the slightly pointed ears (half-elf ears basically) from being seen at times. This odd physical trait of Whispers' is not new to Ilia though.

Sam's been looking at the building while the other two talk. Clubbing for her is never about anyone else, so she doesn't "dress" for it, which usually gets her more looks from females than males. Of course, they're looking at her in disgust, rather than interest. She's in all black as usual. Her hands are in her hoodie's pockets, but the hood isn't up.
Perception: 4
If she doesn't see anything, but maybe senses something on interest; insight: 14

Sam looks at Whispers, not really matching her smirk, but raising an eyebrow. "Crashing can be fun."
DM: Yeah, Shadow doesn't notice anything beyond what I already stated.
The trio of supers go to the house and push open the door. It is kinda hard to see because of the multi-colored dim strobe lights Even with dark vision, everything is lightly obscured. Reason: In normal darkness, it wouldn't have been a problem for you but here, not only is there dim light but the strobe switches between colors, changing the shade of everything and stuff continuously fading from dim light to darkness. Regardless, the party seems to be pretty normal at first glance. There's a whole bunch of college kids partying it up. No one even cares that you weren't invited. Most of them don't even notice you and the ones that do, just give you nothing more than a passing glance. It looks like you're free to party.
The moment you go to a room other than the one that's connected to the front door, (I assume you don't just stand in one room the entire time) you notice something a bit concerning. There are packs of White Haze in different places. Many of the college kids are doing that drug. Upon closer inspection, you notice that most of them are carrying weapons and are wearing armor. Now, normally, this would indicate something out of the ordinary but with how dirt cheap drugs, weapons and armor have been recently, it's not particularly difficult for these kids to get their hands on the stuff; doubly so if someone that goes to the university knows their way around the black market. It takes just one or two guys for the university students to get access to drugs, weapons and armor. Add to that the sky-high crime rate, it isn't at all surprising that these partying kids would carry weapons and wear armor to the party. That being said, it is still a bit jarring seeing a sight that, were things like they were before the Event, would've been impossible. The fact that White Haze and weapons are a horrible combination, doesn't help things much either.
