Wakka can easily walk through the waist-deep water carrying one person at a time - or perhaps even float two at a time behind him (one in each hand and grab the collar behind their necks to keep their heads above water)!
Perkas, and Lil' Bess, do it! The magically enhanced crossbow bolts finally disrupt the water weird and cause it to dissipate back into the water. Wakka is making his way through the waist-deep water towing two unconscious villagers behind him. With a little effort, you can bring the rest of the villagers, guards, and fishermen back to shore. They will eventually wake up when the drugs wear off. The damage to the town was minimal, and only a few of the settlers were killed by the priestess and her barbarians, most of the them brave Neverwinter soldiers who gave their lives to protect the fishers caught in their boats during the attack.
Time to Rest
Now that the threats are removed, you can inform the settlers that it is safe to return to Leilon.

Manfred will take some time mentoring Silla Scalesweep, along with helping boost everyone's mood in the town - keeping children entertained, playing for the workers during the evening etc...
He'll also use the Anstruth Lute to help keep the weather fair, and well-suited to the needs of the town, during the initial repairs, and then to help keep the fishermen as safe as possible.
(Side note, he will also have made sure to thoroughly search the Tiefling to see if there were any clues to other parties involved in the town's troubles... Investigation: 20)
Penumbra decides to help the people construct a palisade as this town wont last long without proper defenses. Droop of course tags along and pitches in with ideas, using his knowledge and experience with traps to help design a few unconventional defenses as well as choosing the best places for the more traditional sort. During the night the two of them spend time helping to patrol the surrounding wilderness.
With the area finally free from cultists, elementals and zombies, Wakka helped guide the townsfolk back into town before starting their original assignment: setting up a new guildhall in Leilon! Wakka would first find a suitable location for the new guildhall (ideally somewhere notable and easy to reach/ find) before helping with its construction (or reconstruction if there's already a suitable building there). Once that's been completed, he would find suitable/ interested townsfolks to begin training the basics of combat. Hopefully a few of them showed some aptitude to become future adventurers!
Outside of that, he'd continue to hone his own mental powers and abilities whenever he had the spare time. He didn't want to let his skills diminish during this "quiet" period!

The fishery building serves as the town hall. During the day the warehouse hosts several fishing-folk selling their daily catches at stalls and merchants who sell and repair fishing equipment.
House of Thalivar
This wizard’s tower has been recently rebuilt as a garrison for the Neverwinter soldiery.
Idol Island
Idol Island rises from the marshes a few yards from Leilon. It contains the remains of crumbled statues of forgotten human nobles. The settlers claim to hear whispered voices on the island at night, inviting them to view their destinies. If they characters walk by the island at night, they hear these whispers as well.
Shrine of Lathander
This shrine to Lathander, god of light, was the first temple to be reconstructed in Leilon. Merrygold Brightshine, an outgoing young female halfling with the priest statistics, cares for the shrine and offers council to any who pray at the small stone altar to Lathander within. She conducts services at the shrine each day at dawn.
Settler Camp
Circled wagons, tents, cook fires, and supply crates comprise the sprawling settler camp outside town. Most the town’s business takes place here, as the town council gathers regularly to plan the reconstruction and discuss any threats in the region.
Town Square
The Leilon town square has become a place where local vendors and those passing through town can set up stalls to sell their wares. One vendor, a female human blacksmith named Zana Taylish, is a resident of Leilon who sells armor and weapons. More exotic items (such as spell scrolls or other consumable magic items) could be available from a traveling merchant in the square.

Gallio Elibro
Gallio is a brooding middle-aged male human who came to Neverwinter to find and unlock the secrets of the House of Thalivar. Gallio has found many coded journals inside the ruin.
Grizzelda Copperwraught
Lord Neverember tasked this gruff female dwarf with overseeing Leilon’s construction work. Behind her back, the townsfolk call her “The Growler.”
Sergeant Hazz Yorrum
This slovenly male Damaran oversees Neverwinter’s soldiers but defers to the town wizard Gallio Elibro for most decisions.
Merrygold Brightshine
This amiable male halfling is the local priest of Lathander, god of light. Merrygold helped found the town following its reconstruction and is loved by its people.
Valdi Estapaar
Lord Neverember gave this half-elf female the job of overseeing the town’s fishing industry. With the recent opening of the quayside, she’s now one of the most important figures in town.
A half-orc stonemason named Breltora Red-Eye approaches the characters one morning, a worried expression on her face. She is friends with one of the soldiers, Private Vester Jessup. He works under Sgt. Yorrum, and he was sent into the Mere of Dead Men as part of a regularly scheduled patrol. Vester told Breltora that Yorrum has them patrol the stretch of the High Road that runs along the edge of the terrible swamp to ensure that no dangerous creatures have established lairs there.
Since the reestablishment of Leilon, none of these patrols have spotted anything more dangerous than a nest of snakes or a random alligator. For the first time, however, a patrol has failed to return. The latest patrol, comprised of four soldiers, including Private Vester, is a full two days late. Breltora asks the characters to find out what happened.
After the townsfolk have returned, Perkas will take up helping Valdi Estapaar re-establish any fishing activities and also do a bit of hunting and guide and instruct others if they wish on the basics of trapping, archery, skinning, and such to help if the fishing populous would ever ween. (I'm sure they probably already know this stuff, but it's what she does, so she at least offers if there are any takers in the town that might want to hone skills). She would probably help on a daily basis with any red meat that may be required of the tavern.
Perkas also wants to collect any wood she can for bolts/construction and help Grizzelda with any building that would be needed. She would also want to make friends with the local blacksmith (I assume there is one) and make/or buy as many bolts as she possibly can. I want to replace the ones I used from Penumbra (20) and get around 60 more. I would inquire about any magical melee weapons that would be for sale.
When she's around the other townsfolk, she pretty much just stays to herself, not going out of her way to make friends particularly. She is chipping in where needed and happy to help a town re-build. When she's off on her own she would probably do a primeval awareness at least once a day by the shores or the forest just to help keep her mind at ease. In the evenings she would check in with the other members of the party, just to relay progress and see how everything is going.

As soon as the woman's story was finished, Wakka placed a comforting hand on her shoulder and said, "Don't worry. We'll find out what happened to Private Jessup. You can count on us!" While he did honestly want to help the woman out and find the missing soldiers, in truth, Wakka was more excited to get back on the road, even if only for a little bit. He had been growing a bit antsy the last few days as he had come to discover that he wasn't quite ready - if he'd ever be - for the homeateder or domestic life. So a few days on the road -however brief - was just what he needed before returning to wrap up the new guild's founding!
For all - it's about two weeks between defeating the water creatures and this new opportunity, so you've managed to help out and get some of the main buildings open, and the palisade completed. Perkas meets the female human blacksmith named Zana Taylish, who sets up shop in the Town Square, and buys all of her crossbow bolts. There is also a caravan that comes every two weeks or so with building supplies and other items for the people to rebuild. Manfred's search of the tiefling priestess and barbarians reveal nothing new - they all bore a similar symbol of three lightning bolts as the watery knights and archers from the battle outside of town. Manny does feel like he's seen something like it before, but can't seem to recall...Meanwhile, his new friend happily sings with him on most nights in the settler's camp just outside of the walls.

Penumbra heads to the blacksmith with Perkas and trades in one of her hand crossbows and purchases a new short bow along two quivers of arrows for herself and two more for Droop.
Penumbra had remained rather quiet during the rebuilding efforts but this is far from unusual, the party actually sees more of the elusive tiefling and her goblin protégé here in Leilon than they normally do between jobs in Phandalin. As the party gears up to head out in search of the missing guards Penumbra breaks her silence. "So... Anyone give any thought to a name for our guild? The more I think about it the less I like the sound of 'Phandalin Adventurer's Guild; Leilon Chapter'. Maybe we could go with something like... 'Madame Penumbra's School for Gifted Adventurers'. What do you think?" Penumbra turns a mischievous grin to the party. Droop rolls his eyes and replies, "Is not a school, and can't name it after sticky finger lady who hides in basement. No No. Better name be 'Droop House of Jobs for Wayward Mercenaries'." Droop Grins three times wider than Penumbra who laughs boisterously and looks to the rest of the party for any serious suggestions.
At the blacksmith, Perkas will give Penumbra the 20 bolts out of whatever she was able to grab. (60 total? Not sure what to put in my inventory)"I really appreciate your help in that fight. One always has to take care of their debts ya know." as she hands them to Penumbra with a sheepish smile and a small uncomfortable giggle. She pats Droop on the head and says "You two... your good," she makes a wave back and forth between the three of them and remarks questioningly, "we good?" Not being one for good conversation, she takes that as her exit and goes off on her own.
When they are ready to head out she joins the others excited to get back on the road. As she listens to the names given by Penumbra and Droop, she feels the first is very practical, and she giggles a bit at the school line. "Phandalin Adventurer's Guild; Leilon Chapter', it's simple and to the point and leaves it open for future rooting opportunities. When I tried to think of one all I came up with was 'Venture Awaits; a guild for adventurers' I like yours much more."
The Mere of Dead Men is an expansive marsh to the south of Leilon that has been a bane to travelers along the High Road for centuries. All attempts to tame the wild swamp have failed, as countless threats call the area home: young dragons, trolls, lizardfolk tribes, swamp beasts, and even more aberrant monsters. At best, the forces of civilization hope to keep the High Road safely passable to facilitate trade and travel between Waterdeep and the lands of the north. The party heads south along the High Road, following the directions from a few of the townsfolk.
After about an hour's walk, you come to a granite obelisk by the side of the road. The Leilon soldiers start their patrol into the Mere here. Just off the path to the west, the wet earth is dug up by battle, and bloodstains dot the ground. An examination of the area finds a broken cart half-buried in the mud, a broken sword blade, and some buttons from a jacket worn by Leilon soldiers. An obvious trail also leads west, deeper into the Mere of Dead Men.
DC11 Survival:
A large number of tracks are apparent. Most are made by bipedal lizards of various sizes. Some are booted prints the size of humans.
There are strange ruts in the mud that look like dual-tracked sleds.
DC13 Survival:
The ruts are deep enough that the sleds are probably pulling a great deal of weight.
On top of the mud along the tracks are several trails of slimy residue, like those created by snails as they move.

One always has to take care of their debts ya know." as she hands them to Penumbra with a sheepish smile and a small uncomfortable giggle. She pats Droop on the head and says "You two... your good," she makes a wave back and forth between the three of them and remarks questioningly, "we good?" Not being one for good conversation, she takes that as her exit and goes off on her own.
When they are ready to head out she joins the others excited to get back on the road. As she listens to the names given by Penumbra and Droop, she feels the first is very practical, and she giggles a bit at the school line. "Phandalin Adventurer's Guild; Leilon Chapter', it's simple and to the point and leaves it open for future rooting opportunities. When I tried to think of one all I came up with was 'Venture Awaits; a guild for adventurers' I like yours much more."

The Mere of Dead Men is an expansive marsh to the south of Leilon that has been a bane to travelers along the High Road for centuries. All attempts to tame the wild swamp have failed, as countless threats call the area home: young dragons, trolls, lizardfolk tribes, swamp beasts, and even more aberrant monsters. At best, the forces of civilization hope to keep the High Road safely passable to facilitate trade and travel between Waterdeep and the lands of the north. The party heads south along the High Road, following the directions from a few of the townsfolk.
After about an hour's walk, you come to a granite obelisk by the side of the road. The Leilon soldiers start their patrol into the Mere here. Just off the path to the west, the wet earth is dug up by battle, and bloodstains dot the ground. An examination of the area finds a broken cart half-buried in the mud, a broken sword blade, and some buttons from a jacket worn by Leilon soldiers. An obvious trail also leads west, deeper into the Mere of Dead Men.
