Not deigning to notice the outburst from the peasant, Gerrard nonchalantly rests his hands on the hilts of his blades. An insightful bloke may get the hint...but perhaps not these fellows.

Boko looks at the others, with a "really, we're stealing someone's boat to save ourselves a walk around the harbor?" look. She pulls eight gold pieces out and holds them up. "It could be made worth your while. Or it could be unpleasant. Your choice."

The big, bearded man glances behind him nervously. He breaks out in a greasy sweat.
A huge hound bounds out of the ball that Thwack threw, baying and barking. A third man stands and takes a step back into the shadows. The fourth lay wide-eyed and slurring incoherently from the filthy cobbles.
The big man, alarmed by this new turn, slashes at the dog with a filthy black blade he pulls from under his jacket and wields with both hands. "What th'? Get that thing away from me!"
Blade Attack #1 vs. Mastiff: 16. Hit: 11 slashing damage. Blade Attack #2 vs. Mastiff: 20. Hit: 12 slashing damage.
The big bearded man shoves the bloody mastiff's body into the foam-topped harbor with one massive, booted foot. "Where to?" he asks, climbing into the creaking wooden boat and leaving one bloody footprint smeared at the bottom of the leaky vessel. It sinks appreciably under his weight. One of the other three, a bald-headed older man sporting a greying goatee, stands and approaches, gesturing grimly for you all to finish boarding.
Unless you have further business ashore, the older man climbs into the back of the boat, while the big bearded man stands in the bow, poling off with a single, black, filthy oar. It's tight, and the boat is riding low in the stinking water, but everyone fits. The water is perfectly calm, if swirling with pungent yellow foam, sewage, and floating detritus. The old man in the stern has an angry red rash across the back of his bald head, one ear, and under part of his gray goatee - he clearly has been long affected by some skin infection or disease, scarring and toughening his skin in places like thick red leather.
After seeing his pocket pooch dispatched so quickly Thwack is hesitant to go near the burly man. He follows closely behind Gerrard as they board the rowboat, always keeping the noble between himself and the angry sailor. He tries not to look at the scum lapping against the boat.
You continue deeper into this dark inner harbor. The big man propels the vessel from a standing position at the bow, rowing with a single oar.
Janore suddenly gasps in pain, as she and the redfaced man in the stern tumble backward into the frothy brownish-black harbor. They immediately disappear beneath the foamy, foul water and do not resurface.
The big man wrinkles his brow. "Harbor ghosts. We need to move quickly." He paddles his oar faster.
The Styes, and some landmarks that have been pointed out to you so far.
You entered the city near #2, in what's called the Low Quarter, or Flotsam - the northwest district.
You made your way east to the Alchemists’ Quarter in the northeast section of the Styes, where Refrum's place is located. You're currently in the inner harbor south of #6.
#8 and #9 (two of the councillors' manors) are in what's called the High Quarter, evidently the seat of local government.

Gerrard:
Reacting before he even thinks fully about the implications, Gerrard jumps off the boat in the direction of the missing priest, taking a deep breath of air before plunging into the water!

The water is black and foul, burning Gerrard's eyes. He can't see or feel anything. The water is deep here, but he has no idea how deep. There is no sign of Janore or the old man in his immediate vicinity. Gerrard: Make a CON Save.

"Shocked by the incident and not being able to react fast enough, Qivys goes to the side of the boat and then yells out at the oarsman. "You best stop yer rowin' right now so's we can retrieve our friend." he tells to man. If the man tries to continue Qivys will threaten him. Intimidation: 16 Qivys will haul out his rope and get it to Gerrard either with a throw or using Mage Hand to guide it to Gerrard so he can grasp it and get pulled out if needs be. "Take tha rope an' we'll haul ya in." he says to the young noble.
The water burns Gerrard's eyes with a searing pain. He can't keep them open underwater, and can barely open them above water.
The rower slows his pace but doesn't completely stop. "We gotta keep moving, unless you wanna be next. Get that foppish fool back in the boat right now, or leave him." Gerrard is flailing around about 20 feet behind the skiff, within reach of Qivys' rope.
Qivys will tie a loop at the end of his rope and then guide the rope to Gerrard using Mage Hand the best he can. "Grab tha rope lad an' we'll pull ya in." he tells Gerrard.

Gerrard:
Looping the rope around his left arm, Gerrard squeezes his eyes tightly closed and plunges his face into the water, yelling for Janore and reaching around in the water with hope fading. He pulls his face up and out of the water for air, relying on his Mariner’s armor to keep him afloat and allow him to easily maneuver.
“We can’t just let them drown!” he calls back, frustrated.

Thwack
Gerrards frustration is evident, even to Thwack. His sense of self preservation wavers as, for a split second, he considers helping the noble. Gerrard had helped him and led fairly - something Thwack wasn't used to. He trots on the spot as his anxiety builds. "Snarf"

"That ain't your boat! That's my boat!"
With a yelp, the mastiff goes down in a pool of blood.
"Listen," the big man says nervously. "We don't take kindly to boat thieves. You need a ride? Pay first. That's my livelihood right there."
He grabs for Boko's coins.
Qivys shakes his head.
"That woman takes all tha fun out of this job." he mutters then chuckles to himself. He still remains seated.
Gerrard:
Acting his part, Gerrard waits for the particulars to be sorted out, then gets on the boat for the ride to the leader’s building.
