As much as I'd like to say 'Let's just lop off Tarak's arm' and be done with it' I'm sort of done with this whole, we keep running into Shatter and They get what they want because they're cool lone wolf that never opens up emotionally... I say we agree to the trade but demand to see the captain alive first once we know where the captain is we shoot Shatter with the ballista and everything else we got until he's dead... Unless Tarak is chomping at the bit to lose his arm.in which case two birds one one stone."
Morgan will check the ballista to make sure it's are still useable, and then unless overridden in a vote will raise the white flag.
The ballista is definitely in need of repairs, but is still workable.
With the flag raised... an hour goes by. Then another... then, maybe half past that second hour... you all see Shatter approaching the boat from between a few houses.
Shatter calmly walking towards the boat. A few paces in front of him, a rather battered looking Rollo. His arms in a set of manacles. A chain wrapped around his torso... possibly that flying chain. A few other chains remain coiled at their sides. Along with the pistols and one of the blades. The other being spun in one hand. Armor clinking as footsteps hit the stones on the ground; it echoing a bit. The few Loxodon that are around scatter at the sight of him, not wanting to stay here for whatever it is about to go down.
Rollo stops about 100 or so feet away from the docks. Shatter a few paces behind the Captain. The helmet looking over across the ship; looking more towards the mast and possible amounts of rigging.
"You know what I'm here for." The voice of the bounty hunter is direct. To the point.
Rollo glances over to Abigail. Shifting his weight a bit to draw attention to his hands. Finger pointing to a bit of scratching on the manacle that's keeping him bound. A bit of Thieves Cant etched on to it; a basic series of marks that would normally go on to a house or a mark. That the mark is trouble. Danger. Stay away. Usually done only to a house where a robbery or grift ended in one of the scoundrels getting killed.
Abigail taps her blades together in a light rhythm, but does not move. "Alright Tarak of the accursed bracer and lord of hasty choices, you heard the grotesquely dishonorable being called Shatter... Go give him a hand procuring the item. Everyone else, stay where you are... Not sure how this is going to play out."

I’m not sure why you or your employer wants this bracer but it contains a great evil which I can’t see being good in the hands of anyone. You may want to consider the greater good. All the money in the world won’t save you from the destruction of all things which is what this evil would take great joy in bringing about if set free.
Maybe you are afraid of your employer but You can still choose the better path and let me take this to the Faith for safe keeping. However if you are set on this path bring Rollo out to the end of the dock, let him go, and I will swap places with him.”

Shatter stops about 10 feet behind Rollo. The Captain continuing forward, reaching the end. The chains unwrapping from him, spiraling in the air. Seeming to be waiting for the next command. Rollo's hands are still bound in a set of manacles though. "It isn't a person... It's a thing...." the Captain says, a whisper over to his crew who are near him. "...I hope you know what you're doing..."
Shatter keeps spinning the blade in one hand, his hand on the holster of one of the revolvers. "Arm. Or get in and I'll make sure it's quick."
Abigail goes to undo the manacles on Captain Rollo.
"What we are doing is trying to get you back on the ship in one piece, captain." Abigail says under her breath.
On the off chance that Abigail can do this without triggering combat, or before combat is triggered... She first glances over them to ensure there are no immediate signs of some sort of trapping (Perception: 18) Then, if Rollo does not protest, she attempts to pick the lock. (Thieves Tools: 16)
I will even throw in a Sleight of Hand (17) check, on the off chance that it helps avoid additional confrontation by reducing the visible amount of labor going into picking the manacles.
Your senses extend out for but a moment. At first, a drop in the pitt of your stomach. A overwhelming odor filling your nostrils - nearly enough to make someone gag. This scent.. this feeling of absolutely evil... centered on you. Likey coming from your arm. It's glaring obvious to anyone, or thing, that may be able to pick up such a presence.
Then a brief moment cuts through as you look back to Shatter. Shatter is a Fiend. You take a moment to think for a moment. It fits what Morgan heard, and what Abigail found. The ability to terrify. The fact that some said the ship attacked the crew... that's likely true. That Shatter can cause ropes and chains to fight on it's behalf.
You'd likely need magical arms and armament to do any serious damage to the being that is Shatter. You don't know if it can be drowned, or if that would just stall it for a few minutes.
Shatter's frame gives a shrug. "Maybe. I can't answer that. This one," the blade gestures towards Rollo, "stayed behind to let the other one get away."
Morgan sees Abigail start to head off, they wink at her (d6 bardic inspiration) and then it's going to try to hide their position from shatter hoping to get an attack from an unexpected angle when things go bad. stealth12
The faint sound of the manacles coming undone rings out through the dock. It's in that moment that Shatter's footstep changes to a more quick push on the dock, the spin of the blade turning into a combat stance. The spiraling chain beginning to launch in a new direction over towards Lafetha.

Situation: The Fiend and Legendary Bounty Hunter - Shatter - is on the docks. Closest to them is Tarak, followed by Abigail and Rollo who are on the edge of the docks where the Windhook is moored. Lafetha and Morgan are on the Windhook itself, Morgan currently having slipped away from Shatter's view. (Advantage on their attack; not Ballista due the equipment not being stealthed) The Ballista is ready to be fired (action), and is currently aimed at where you expected Shatter to be. The entirety of end of the docks, out towards the Windhook, isn't much longer than 12ish feet.
