No, this is a nice inn/bar where fighting and getting drunk is considered rude, and it is difficult for you to get drunk. There is currently nothing going on in the Concert Hall. There are no gambling tables.

Here's the Section about the Lord of Blades.
Though no one truly knows what caused the Mourning, many scholars and good sources of information have said that the Mourning was caused by one “Lord of Blades” a warforged smith that has gathered a cult of warforged in the desolate Mournland.
Who is the Lord of Blades? The Lord of Blades is a mysterious figure that only emerged after the Mourning, and now has a following of warforged cultists that worship him like their own true saviour. He lives in the ruined Cyre, now known as the Mournland, and has started to claim the land to be his and his people’s home.
A couple of months ago, when I started writing this book, I contacted one of my Kalashtar druid friends to go into the Mournland and learn about it for me disguised as a Death Dog to match in with the environment. She agreed after taking a large fee beforehand, and returned 3 months later with information about the Mournland. She repeated to me the following information about the Lord of Blades.
“I delved into the gray wastes of the Mournland, a terrible land of demons, monsters, and aliens. Warped eyeballs with multiple pupils floated around the air, I could barely breathe, and in the sky were flying were-turkeys that would swoop down and attempt to suck out my soul. I passed by a horde of humans with the faces of vampire boars, who chased after me holding axes and dead animals that they petrified with their stone-turning vision. I was able to avoid them by jumping into a cave, and waiting until the sun turned purple again (which it looks like at night). Once the sky turned purple, I came out, and was able to find some 4 toed warforged tracks back to their base, which is in the Ruined City of Metros, the Capital of Galifar. Outside the broken city was a giant tower, the size of a tower of Sharn, that would bend over, and blow away invaders. I was able to hide behind it before it could blow me away, so I could sneak into the city. Once I got inside, I saw something terrible.
They had completely destroyed most of the city, the ruins looked like they were burnt or dissolved by acid, or; both, and the warforged were standing on top of them wearing blue robes, jumping up and down, dancing and chanting, over and over, “BULWARK COME! BULWARK COME!.” Then, in the middle of the ruined city, I saw grow out of the ground, a large warforged face, the size of a house! Its head was covered in purple tentacles that acted almost like hair, it’’s legs and shoulders were spikeyy, covered in axes and hammers. Its hands were giant boulders, that it was using to smash buildings.
Then, it saw me. And, as it saw me, all the warforged saw me. I had to change into a falcon to fly away, and even then it almost hit me with its fire bomb ray! I barely survived, and managed to fly out of the city, and the Mournland, and come home safe and sound!”
I am greatful for my friend journeying into such a dangerous and exciting place for me. So you can see, based on that first hand account of the Mournland, the Lord of Blades is secretely Bulwark, the previous bodygaurd of King Borenal of Breland, who disappeared soon after the Mourning.
Now that we know who the Lord of Blades is, what do we do with this new-formed god of the warforged. Does this make them more dangerous, a threat that must be exterminated? Should we take them and melt them down for scrap metal? Or, should we give them the Mournland so they will stop bugging us and being ugly? Or, if we give them what they want, will they only want more?
