A tiny shape that quickly resolves itself into a large winged creature coming directly at the raft out of the setting sun. It's wings spread wide and gliding silently.
Boriglar does a slow double take. Trying to keep an eye on the thing that’s coming towards the raft. Simply saying “Huh, that dragon not dragon spy, sure is persistent... it’s not giving up. Must take its job very seriously..... ”
(I know you have crazy passive Perdot. This is one of those odd cases where the module is specific about unless someone specifically says they are looking into the sun it would go unnoticed. So Boriglar tripped that with " looks up into the sky only to wince at the sun.")
"Where is it then?" Nolla asks, glancing around with a frown. "Is it coming towards us?" She would stow away her lyre as she gets to her feet, hand on her rapier hilt.
Roardaar appears calm and unconcerned with an approaching dragon but he nevertheless grasps his dragon claw talisman and utters an arcane phrase. The air around him chills noticeably and a layer of frost begins to form, reinforcing his armor (Armor of Agathys).
Placing a hand on Corin's forearm he says, "The Great Ones are not mindless beasts. I suggest that attempt to parlay before resorting to arrows. If it is not interested in speaking, there will be time enough for arrows after that."
Bree pushes her floppy hat back onto the crown of her head and and puts a hand on Wellby. "And ye think that thing will jes' want to have a pleasant chat wit us, Roardaar? If'n you think there will be time fer arrows if the dragon jes attacks, then yer dreaming. A beast like that could destroy this whole raft in seconds. As soon as we're in the water, most o' us are sitting ducks."
Pormas looks nervous "What should I do? Should I get us to shore? Stay in the water?" As it is now the raft is about 15' from the closest shore (which would be the north shore) The southern shore is about 40' away.
With everyone's attention now drawn to the winged shape gliding in, it finally resolves itself into a Wyvern (as I'm sure Roardaar will inform you all) with a rider. It is now about 200' away but closing fast. You see as it's approaching the rider lifts it's arm high holding a staff high.
As this is happening, Perdot calmly walks over to his stashed gear, picks up his shield, looks to the shore, now 15 feet away, and commands a small area of earth to shift creating a small trench where one might get cover.
This post has potentially manipulated dice roll results.
All of this happens at about the same time. Pormas starts to steer the raft towards shore and then lets the tiller go when the current shifts to give the raft the final push it needs. It bumps against the bank. While Perdot is casting to create a trench he catches something out of the corner of his eye.
The reeds along the bank are bending out in strange ways. There are two grooves in the shape of V's being formed moving up the bank in the direction of the raft. As you watch you see they are getting separated and then snapping back into place behind two large invisible somethings. Whatever they are they are 60' away.

Assuming the “V” shaped things are some sort of beast. Boriglar begins to speak to them. “We mean no harm, but to attack would approve folly. That in the sky is the true threat.” As he points to the wyvern.
It's not on the map yet but the Wyvern is now 120' away. Map is 5' scale. The dark lines up top are the reeds parting. They are not that close yet. Did it like that just for a visual. They are 60' away. This is just a rough starting positions for the players. You can let me know where you want to be. Pa is Pormas, I just messed it up. I'll fix it later.

“Uh, guys?!......”. Boriglar begins to point it out as it draws near.
"Where is it then?" Nolla asks, glancing around with a frown. "Is it coming towards us?" She would stow away her lyre as she gets to her feet, hand on her rapier hilt.
Corin will stand and nock an arrow into his longbow.

"Yeah, probably best get this raft to shore." Nolla confirms. "Seems like they are not likely to be wishing to talk.

“Wyvern,” says Roardaar looking almost disappointed. “A mindless beast after all. The rider, on the other hand, might have some useful information.“
With a wave of his hand the water current under the raft changes direction, speeding the raft closer to shore. (Cast Shape Water)

Bonus action: turns invisible.
Nolla casts bless on herself, Corin, and Roardaar. If they reach land she would try to move to a place where she is on land rather than on the boat.
How far away is the Wyvern and it's rider?
Corin will draw the bowstring back, aim at the Wyvern and ask his friends: "do you want me to shoot the beast or wait and see if he attacks?"
I guess for Corin's action he will hold his shot until it attacks or he gets the OK from the party.
