The Champion should be somewhat concerned, as spirits not being willing/able to cross over to his Matron's domain seems to be an affront to at least one the Commandments he must follow.
Beatrice is going to guide it out from the house structure, and turn to the other two. "I'm going to start swimming my balloon up to the surface - do either of you have anything else you want to grab or explore before we go?"
"This has to take priority, we don't know how much longer they have until the air inside turns foul." Oden leads his balloon out and up to the surface.
Dillyu follows you out with the third jellyfish-balloon. As soon as each of you pull them out of the house, you are dragged towards the surface.
Everyone on the boat: You see three strange balloon like things surface about 50 to 60 ft away from the boat, followed by three Oden, Beatrice and Dillyu. They balloon like things appear to have humanoids in them [all three are somewhat like this picture, with one having fewer creatures inside]:
The Champion nee Vincent Flintmore looks over at Kenton as he asks after him. “I feel... more like myself than I ever have. Like my past was just a dust cloth, protecting what was beneath til it was ready for use.”
I am curious,Kenton admits. What do you think prompted this change? Will you continue to travel with... your friends? Or do you have another calling now?
“I think I got here by traveling this way. I can only imagine I should continue.”
I forgot to mention, you recognise the unconscious people as some of your friends/Flora Isle locals. It is 7 extremely tough Shark Hunters or Militia that disappeared at the start (as opposed to those you saw die or who escaped). None of the captured people are just regular civilians.
From the initial list of locals you knew, I’m going to say it is: Corzaphir, Sutath, Ronaamak, Velani, Arogall, Mohlos and Dhulus. [If any of these people died, substitute for the next name in the list I sent at the start of the campaign.]
That is good to hear,Kenton says to the Champion, and I am glad that... what in the world is that? Are those... people? He dives into the water to try to assist in bringing the people to the ship.
Oden cuts the balloons open one at a time, so that every villager is brought safely to the ship. He knew them by name, militia and shark hunters, all able and strong individuals. Did Selachai intend to turn them into those abominations? Or something else? A sense of unease came over Oden.

As soon as the first villager is brought on board, Oden shouts to those on the ship:
"Lock them up or tie them! We need to make sure their minds are still their own. I fought too many good folk today..."
Your assumption is correct, they don't come to their senses when freed. The seven Flora Isle locals are stable, but unconscious. They all look like any wounds they suffered in the battle on Flora Isle beach have been patched up.
I'll get Oden to make three Con saves, as he will need to grip the jellyfish-balloons with one hand to cut through them. The first is DC5, then DC6, then DC7. Even if he fails all three, he is fine (unless he decides to play Dillyu's childhood game and hold onto the jellyfish for longer).
On the first fail (if any), he starts getting a tingling sensation in the hand gripping the jellyfish, the second fail his hand starts to to numb and his arm starts tingling, third fail, his hand partially seizes up (disadvantage on anything dexterity or strength related) and his arm starts going numb. The effects continue until after he has stopped touching the jellyfish and then makes a DC15 Con save.
The Champion looks at the scepter he took from Selechai. “I’ll need some time to examine this and see if it gives any insight to the conundrum these folks are in. And I’ll see what I can do to heal them. It may take time for me to meditate on the appropriate means to draw the poison out.”
"What? Who? How did they end up like this? What did they want with them?"
"These are Palma Flora militia and shark hunters, probably captured to be turned. Selachai even took care to patch their wounds. Call me paranoid, but make sure they can't attack us when they come to their senses."
Dajarkal initially seems more concerned about the jellyfish that have been turned into balloons than the unconscious people, saying "Oh, no, what have the sahuagin done to you? You did not deserve to be hollowed out, you magnificent creatures."
She then takes everyone else’s social cue, turns her attention to the humanoids and offers "I might be able to meditate for an hour or so and then heal these people up."
She also reluctantly hands over Steve and asks her forest gnome friend for the staff back.

Upon hearing Beatrice's plan and Dillyu's reply: "Of course! I think the two of us have been breathing too much air, Dillyu. Good plan, Beatrice!"
