Vincent takes his held action to attack Heidi [...] attempting to grab Heidi and throw her off the boat [..] athletics 17
Vincent's held attack misses unfortunately.
I'll get you to clarify how you want to throw Heidi off the boat. Given where Heidi is, a shove action would push her towards the centre of the boat. With a successful grapple action you could drag her to the edge of the ship and then attempt to and shove her off next turn.

This post has potentially manipulated dice roll results.
With the missed attack, Heidi releases wrath of the storm, Vincent please roll a DEX 13 save. On a failed save, you take 14 lightening damage, on success you take half that.
Vincent drags Heidi to the edge of the ship. Please let me know where to move Vincent relative to where he is now and do the same for Heidi (i.e. move Vincent 1/2/3 square up/left/right, move Heidi 1/2/3 square up/left/right).
I missed Kijori, who was up at the top of the round. He again moves up to Vincent and attempts to stab him Attack: 13 Damage: 8 plus sneak attack if he hits 2 . He then bonus action disengages and moves back to where he was standing before.
Oden looks worried at the bleeding, unconscious Tabaxi, and drops his backpack, saying to those nearby: "There's some rope in there. Tie her up and make sure she doesn't die. I have to help Vincent." At the base of the stairs, he whispers to Aliez:
"We need them alive. The ship will not be ours for long if we antagonize the Concord."
Rest of his movement and Dash climb the stairs and get close to Boerth.

Reguh's fireball misses. With a double dash Oden gets within 5 ft of Boerth (1 square below).
Three Earrings makes a death saving throw 9 1 failure recorded.
Dillyu is looking concerned that one of the people he has chosen to align himself with appeared to just murder a person begging for their life. He double dashes and moves to the square to the right of Dajarkal, making it clear he is on the side of the Concord if there is a further split.
Boerth does not like having Oden up in his face, he disengages, runs 4 squares to the right and two squares down, using his free action to sheath his musket.
Dajarkal yells "BACK AWAY" to Aliez. moves up two squares and tries to stabalise Burning Hill/Three Earrings: Medicine check 20 vs DC10. She does not stabilise the tabaxi.
I'll wait to see where Vincent moves himself and where he drags Heidi before Heidi takes her turn.
Vincent is just trying to get her to the closest edge, which I assume is to the left. Put Vincent closer to the center of the boat if possible, with Heidi closer to the edge.
Also: pretty sure Wrath of the Storm only works on a hit, and I missed Heidi.
Aliex will back away from the tabaxi and will hold a dissonant whispers if anyone attack her, or those allied with the Concord. She leans over and grabs the captains sword, "I doubt you'll be needing this." She does back away from the body.
To Dajarkal
She whispers, "There are some powerful people who do not wish to have her around. Find me later, I have something for the nearest magistrate."
[Yes, my mistake about wrath of the storm. I'll try to actually read the thing I'm linking to in the future.
I'll let dragging occur in a sideways motion (though my gut feeling was one can only drag towards themselves), so Vincent drags Heidi 1 square to the left. He then moves around her diagonally 1 square and down 1 square, so he is closest to the centre of the boat (blue, red then green arrows below).
I'm guessing I might have made Heidi's next move a bit obvious by alluding to people going in the water.
Nschrok, if you let me know that the above is incorrect and where you want Vincent to be in the next hour or so, I'll move him.
It is not Aliez's turn yet, but she can potentially grab the sword, move and speak on her next turn.]
Heidi opens her mouth and noise pours out from her that sounds more like thunder than speech, she claps her hands together and releases a thunderous force towards Vincent and Oden ([Tooltip Not Found]). Vincent and Oden, please make a DC13 CON save. On a fail, you both take 6 damage and are pushed 10 ft away from Heidi. On a save, you take half damage and are not pushed.
Heidi is going to move if Vincent is pushed away, as that breaks the grapple. I’ll update where she moves to after I get a the CON save for Vincent.
Beatrice loses her rage, having not taken damage for the round. Seeing Dajarkal’s desperation, she too tries to stabilise the tabaxi. Medicine: 11
I'm leaving this up to chance: 20. If that roll was 1 - 50, then the tabaxi dropped her scimitar when you stabbed her. It would then be a free action to pick it up and as such you have dissonant whispers held. If it is 51 - 100 then the scimitar was still in her unconscious hand and although it doesn't require much effort, it is more than what a free action allows for.

Laire did not see Aliez's actions but Dajarkal's yells were clear enough. Madness continued.
Patient as the mountains she came from, Laire Knelt down by the Captain's side and with last drops of her magic returned tabaxi to life. Again. Cure Wounds8
Vincent takes his held action to attack Heidi
Attack: 6 Damage: 13
He then casts healing word on Oden before attempting to grab Heidi and throw her off the boat

You slide your blade into the prone creature, who was looking up at you for forgiveness and had moments before begged for you all to spare her life.
Dajarkal yells out "No, what are you doing? She surrendered? No!!!"
Vincent's held attack misses unfortunately.

Either way, her opposed athletics is 8
I think drag.

Reguh and Oden are up.
Reguh gets up and flicks his wand at Heidi and sends a firebolt flying her way. Attack: 11 Damage: 1
Oden looks worried at the bleeding, unconscious Tabaxi, and drops his backpack, saying to those nearby: "There's some rope in there. Tie her up and make sure she doesn't die. I have to help Vincent." At the base of the stairs, he whispers to Aliez:

BA to move Hunter's Mark on Boerth.

Again for concentration: 7 boo!
Ears ringing, Oden loses his focus on Boerth.
Heidi runs down two squares and to the right one square before disappearing below deck.
Aliez and Laire are up.
Oh and Three Earrings is stable, but unconscious.
Aliez leans over and grabs the captains sword, "I doubt you'll be needing this." She then backs away from the body.
To Dajarkal
She whispers, "There are some powerful people who do not wish to have her around. Find me later, I have something for the nearest magistrate."
Aliez can add a scimitar to her inventory.

Kijori, seeing Heidi disappear downstairs, follows suit running down the stairs and vanishing from sight.
Full movement, cunning action dash, held action.
It is Reguh, Oden and Vincent's turn.
Vincent chases after Kijori and Heidi (adding more based on what I see)
Paladin - warforged - orange
Vincent:
Your 30ft of movement gets you just to the bottom of the stairs, where Kijori and Heidi are waiting either side:
Kijori had an attack held (as per his spoiler), so Attack: 24 Damage: 11 plus sneak attack if he hits: 3
[He misses (story of all my NPCs live's today). I'm also going to have to rethink Boerth's next move, so that was quite a smart play.].
