"Well, our next destination seems to be [whichever direction the pull is in]," Honor replies, "but we haven't been staying anywhere long. We're seeking a number of items that are spread out across the world. The shield is actually one of them." She adjusts it a little for Emmy to see. "Is Yrsaintinth the stone dragon? That sounds dangerous." (I believe Honor and Emmy are still outside, so I'm not sure how much they can see of what's going on.)
Nadariel, Latrius, Kierro, and Chysen can all give me DC23 Perception checks to see if they detect Leto casting the spell.
I would like initiative checks from everyone except for Naivara and her two dragons, as it will save time later if others wish to move towards the sounds of the battle, and are close enough to do so. Please give them for both your character and your dragon.

Here is the initiative order. If your passive perception is above 23, then you can go prior to the Bard's action. If not, then you are surprised this round and cannot act until next round.

I believe Latrius is the only one able to act this round. He has a passive perception of 23, wich meets the DC.
Latrius, if you have an action to post, then let me know. As of now all you know is that Leto cast a spell, as the perception of 27 you rolled would have caught him doing so. You don't know the target of that spell, or what the affects will be.
This post has potentially manipulated dice roll results.
Latrius swears under his breath, hesitates, then attempts to speed demon to next to Leto. If he can make it, he’ll fire off 4 rapid fire blows to the head with his sword pommels, then dart off towards the exit with his remaining movement. If he can;t get to Leto, he’ll cast rope trick, scamper up the rope, and pull the rope up after himself.

After the spell a lot of the patrons around the bard slump over, dazzled by the pattern the bard made appear above him. Only 3 managed to resist, a warrior near the bard, a dwarf at the table north of him, and a commoner near him as well. There are many patrons not affected, out of the area of affect, and we are waiting on PC saves yet.

Yep, unless you can fly you are not reaching Leto through this crowd. It would take more than your movement to push your way through. We'll use the Rope Trick then.

Kierro WIS save: 23 (remember, dragonlords have advantage on saves vs magic!)
Chysen WIS save: 14 (I'm not sure if our dragons have legendary resistance, if they do, Chysen will use it to auto-succeed)
