Before Cinco brushes off the young watchman, Aldrik looks down upon him from Mouse's back, the large imposing man with the large imposing sword on the large imposing horse. (Passive... intimidation? Not trying to be mean directly)
His tone is jovial enough.
"A fellow martial enthusiast? Excellent! If you are confident with that stick of yours, you surely must know Haberdasher's Blocking Bludgeon, yes? I've not met another good with that technique since school. Would love to test my mettle in a spar against that!" He gives a booming laugh.
Edvord eyes Arquette attempting to see if there is any marks that would designate what unit in the watch Arquette belongs to. Edvord is curious if there is a visible way to tell if Arquette reports to Blastwind, a particular noble turned watch member Edvord knows, or any other group/syndicate.
The mage will wait for Arquette to respond to Aldrik's challenge before attempting to inquire about Arquette's past.
Lyss shakes her head at Aimee, saying outloud, "If someone asked verryy nicely, and people promised not to get all jumpy, then perhaps some fullylicensed magic people could get it so the cart could move... but only if someone, asked nice.", while looking at the cart driver with her most innocent and hurt face.

"Lyss, Amiee," Kerri fishes a gold piece from her purse. "Why don't you two get off at the next stop and go get something to eat. I can handle the rest of the errands today."
Arquette seems to be a very low ranking Watchman also known as a Patrolman or Blade, his uniform bears the symbol of the Northern Ward, the Ward in which the Trollskull Manor is located. You know that the Watchful Order of Magists and Protectors is separate from the watch, so no Watchman would report directly to them. They do however have a good relationship, and a request for surveillance from the order would be taken seriously. The Sea Ward watch would be particularly busy with the explosion, so it makes sense that they would send their worst man for a simple surveillance task.
"Glade or no, you ain't lived in the mean streets of Waterdeep." Arquette realises halfway through that he is being ignored and looks up at Aldrik, his diminutive stature is even more pronounced looking straight down from atop a horse. He shuffles like a little worm wiggling out of mud. " I would relish the challenge my lord." he gulps "But my current operation is to keep surveillance on your group. I hear your young Halfling friend has some sticky fingers, and a Dray passing through a market is a pickpocket's dream. I won't fall for your distraction, my will is unbreakable." Looking out towards the Dray he puffs up his chest. "Seems like we have a level two traffic jam here, typical on tax collection day. Watch and learn m'Lord." Arquette heads over to the crowd, waving his baton in the air. "Please disperse, in the name of the law." His voice trails off, swallowed by the crowd.
Meanwhile, the Dray is basically stopped. You pass the Conductor on the way down. "Don't worry, the Watch will sort this out. Please keep the magic away. This happens every month, people stay out of the house to avoid the taxman. Market gets flooded. Patience is key. I heard someone got so mad at the crowds in Trollskull Alley, they blew up the whole place. I don't want you doing anything like that. Trust the watch, and watch the crowds." The street outside of the open back of the dray is like a stampede, a meek Watchman is squished up in the crowd, stuck in the current of the sea of people. "Respect the law! Disperse!" He cries to no avail. "On second thought's, what did you have in mind?" The conductor smiles awkwardly. (You can get off, it will be difficult terrain and there is a risk of getting caught up in the crowd like Arquette.)
Kerri, atop the Dray you see the crowd as well. The copper haired driver shuffles on his seat, grunting and trying to ease his horses. Over the front, the horses are all looking uncomfortable ready to bolt. Maxeene however stays calm. You catch eyes with the horse and she winks.
"Oh, NOW you want help. Hang onto your butts people, I'm doing magic!"
She flourishes and her scrap of fleece and copper wire are clenched between her fingers as she wiggles them and repeats the Watchman's call, but amplified to a booming shout.
"RESPECT THE LAW! DISPERSE!"
She beams at Aimee, and whispers in her mind, <Pandemonium Pal, you want to drop some stink bombs, and then we talk in peoples heads?>
"RESPECT THE LAW! DISPERSE!"
The watchman's voice keeps repeating every few seconds.

Cico cocks his head to one side when the amplified voice booms out over the crowd. He looks over at Edvord and up at Aldrik.
"This may result in panic and injury," he says calmly nodding at Arquette. "The sight of a lord on a large horse might prevent the mob from turning on our watchman."
Cico scans the crowd, aware that the less law abiding may take advantage of this distraction as much as the Pandemonium Pals will.
Perception for anyone looking to pickpocket or injure the party: 7
Edvord slips to the side of Aldrik, standing on the street. "Cico is right, perhaps Arquette would be in your debt if you helped him in a respectful manner."
