Any uncommon magic item is available here. A bag of holding after all is just a bag with a conjuration enhancement. So yes, anything that is uncommon-level is ok.
Windlass
I believe Wand of the War Mage is uncommon, so that should be ok. I am just going by memory, so ignore if it actually is rare, though I doubt if it is, as most +1 enhancement items are uncommon.
Kanlos just takes the +1 shortbow. Turning to Io, "I have a supply of copper coins for the dead if that's what you're looking for. If the merchant can't, I can exchange quite a few for you."
(Kanlos would insist on checking with the captain to get her say, but has no personal objection. Although, if we're taking the opportunity to resupply here, that might take time in and of itself and the crew might like to get off the boat for a day.)
The sailors aboard the Proud Jester are more than happy to have a day on land. The inn likely makes more gold in that day, selling to the sailors, than they spent in hiring you to go and look into the cave situation. (You did all get a group total of 500 GP from the innkeeper as well.) The Enchanter makes the items you requested for you, and accepts coin for the ones Xerronios wished above the one alotted as a thank-you.
The day is not spent all in play for the sailors though. They spend some time getting supplies loaded and in doing some minor repairs on the ship.
Setting Sail
The following morning you are aboard the Proud Jester, its sails filled with wind. The small island you just left is falling further and further away, as you head back towards the unknown.
Windlass actually asks if the enchanter can make her mundane cloak a cloak of protection. She also asks if they have any spell scrolls she might purchase to copy into her spellbook. If successful, this is what she spends her shore leave doing.
"So we rejoin the quest?" she says to the group that evening over dinner.
The Enchanter can make you one uncommon scroll of your choice. You would need to roll an arcana checkk to put a spell into your spellbook from a scroll though. Maybe you should instead ask if you can copy the spell from their spellbook. That would also be allowed, and you can get whatever number of spells you can copy in the time you have. The cloak of protection is not a problem though.
Kanlos shakes his head slowly, still refusing to look back at the island, "No. But I don't think there was a right thing to have done there. The Returned are an insult to Athreos, but I cannot condone the slaughter of innocents. For now, this voyage takes precedence, but we may be sent to return here one day. To return the Returned to their deserved rest."
Io looks back at the island and says with a pained sigh, "I can't do it. The Returned here are peaceful and the people of this village seem so happy to just have a chance at old friends and family coming back to stay with them a bit longer. I no longer have the strength to destroy that."
