Everyone over a 10 perception begins to notice a sense of fear and unease sweep through the crowd, causing horses to whiney, people to murmur, and dogs to start barking. Over 15, you notice small flashes of grey fur darting here and there among the crowd, and moving like a wave toward the center of the square.
Bryn, with your keen hunter's eye, you immediately identify these creatures as rats of various shapes and sizes, and you also notice 2 more things. First, the rat's behavior appears compulsive and unnatural, and the stage appears to be the epicenter of the movement. Second, you notice the musician on stage see the rats and turn white with terror, but continue to play a bright, colorful ditty on the pipes.
Almost before you react, you see the rats sweep over the stage like a tidal wave. Once they get within a few feet of the musician, they freeze, swaying slightly to the tune of the music. The whole market turns deadly silent for what seems like an instant and an eternity. Then, without warning, about half of the swarm erupts in a frenzy of activity, sending 4 writhing swarms of rats into the crowd, turning the market into bedlam.

Bryn, Roll with advantage because of your perception check. This combat will be theater of the mind, so here are a few landmarks. The stage is on the south side of the market, the tavern and tailor are on the West and Northwest sides of the market, and the mortuary is on the Northeast. To begin, Rowan, Quinry and Ann are about 20 feet from the stage to the southwest along the main road, while Jaden and Jormund are 10ft from the stage to the West, and Vedui and Bryn are at the North end of the square, 40 feet away.
The entire market is covered with 3 rows of stalls running North and South the length of the square. Crossing one of these barriers is 5 ft of difficult terrain or a DC 12 Athletics or Acrobatics check. failure causes you to fall prone.
The Rats have an initiative of 16. If you get a higher initiative than that, you may take one turn before they go. Feel free to ask any questions!

Rowan initiative: 6
((Is the musician still playing, or have they stopped? How easily visible are the swarms of rats? Also, Rowan is on a horse right now and intends to stay there. Would it be reasonable to assume that this is a riding horse?))
The musician is still playing. The swarms of rats are just beginning to move away from the stage, so they are clearly visible for the moment. Yes, Rowan can remain on a riding horse.
Homebrew,
that is a good suggestion. So many fun features to explore in a forum setting!
Just a reminder that you can take your action immediately if you roll above the monster's initiative roll. PC order doesn't matter.
At the sight of unease among the crowd, Ann puts a hand on her rapier, but she stays still. She holds it there until the oddity that appeared in the middle of town became more of a threat.

Jormund
His ears hear the starts of concern and he turns that direction to see what's going on. To Jared, "Oy, chef Talon!... something unfair going on in the market."
Drawing his warhammer off his chest, hoisting his shield down to arm, Jormund mutters, "Mail-forger make ready to strike if strike be true..."
Initiative 13
Original over-prepping comments
When his turn comes, if the following is still applicable... Jormund looks at the crowd for any children or clearly unguarded civilians who may need protection. Are there?
Jormund will move to guard any children from harm or fear, i.e. move plus melee attack only against rats.
Athletics check to navigate stalls to guard 11
Warhammer attack 18
If there are no children in sight, he'll cast a spellsacred flame on rats he can see, and then attempt to deduce the intention of the musician if possible.
Hello all, just a reminder or how we'll be running encounters. When initiative is rolled for the first round, all monsters will share initiative. If you roll higher than that initiative, take your first round immediately. We'll resolve those actions, then the enemy will go.
After the enemy actions, every PC will get a chance to go again. This includes those that already went once.
This is a little unorthodox, because some of the PC's that rolled well for initiative are on their second round, but it will allow the same amount of real world time for everyone to act, and functionally works out to have the same action economy.
