If the building is to be connected to the sewers or a city water supply, the Cellarers’ and Plumbers’ Guild must be called upon again to do that work. If you want glazed windows you need to hire Guild of Glassblowers, Glaziers, and Spectacle-makers.

You go there and you find a book that has some information about Orbs of Dragonkind as it relates to Faerun. As Tahnis said, the orbs appeared to originate on Krynn, but a couple has been found in Faerun. One of the orbs was hidden away in the Tomb of Damara sometime before 14 century DR. This artifact allowed its owner to transform into a powerful red dragon but it was destroyed.
The tome also says that frost giant Gryttmort took possession of an orb of dragonkind sometime in the late 15 century DR in an attempt to become a jarl and ascend in the shattered ordning. After his plans were thwarted by the heroes Minsc, Boo, Delina, Krydle, Shandie, Nerys, and Saarvin, the orb was given to the white dragon Nilanthe.
It's rumored that the Cult of the Dragon seeks them to control dragons.
As for information on Bill, you find another book titled "Demiplane of Nightmare." The book describes beings who've lived in the Demiplane of Nightmare, a strange place of strange angles and stranger geometry that seemed unsettling, even repulsive, to people from the Material plane.The creatures that lived in the Demiplane of Nightmares were horrific beings to the eyes of most people. Dimples explain that she and some of the other kobolds imprisoned with you started a rebellion and fled Sunblight's fortress in the Underdark. Although they're scattered, Dimples notes they're in Icewind Dale. She adds that she's followed the bastard Sunblight to Waterdeep.
"I don't know what he's up to, but rumor has it he's looking for some Netherese artifacts," Dimples says in-between drinks. "He's upset since his dad and brothers were killed. He's the youngest and he thinks he's entitled to their legacy, but he ran from the north."

You both learn that Wildemount is a continent in Exandria, which is the home of the bugbear, Dye Hard who you met at Reluraan's Tomb. It's also the home of Shaun Gilmore from Gilmore's Glorious Goods.
As for how to get there, you're both confident there are different people who can transport you to Wildemount, or at least Exandria.
