In the past there have been Grappling hooks has there been anything like this in 5th at all?

You can find both in the Adventuring gear in the Player's Handbook, starting at page 148. Note that the Climber's Kit is not in the Tools section where similar "kits" are.
Addressing more of the title and less the original post, but if you were to use a crossbow as something to place an anchor for climbing, bear in mind that Hollywood/media are horribly inaccurate. A crossbow does not have the power to punch a piton (spike) or bolt into solid stone. Against wood, you would have penetration, but I would question if it's enough to hold one's weight.
Using the crossbow as an upgrade to one's arm for throwing a hook, now that's another matter. The rope and hook weight would severely limit the distance, but you could still probably reach further than a standard throw. A crossbow bolt is weighed in ounces, but a grappling hook and rope (say 30') are definitely a matter of pounds. Hollywood makes many things look pretty and cool, but there are glaring holes everywhere :/ It's DM ruling on the exact range penalty though.
