When you have new enemies enter a combat during the fight, how do you handle their initiative? Do they roll? Are they added to the end?
Technically they roll, to see what initiative they act on.
I try to simplify things in my games and roll individually for any "boss" monsters and a single roll for "minions".

I believe the intention is for creatures that join a combat after it has began to roll initiative at the time of joining.
