I thought you were talking about Aasimar not Aaracokra, my bad for getting confused. Anyways, RAW, if I am not much mistaken, Aasimar can become flying boars by level 3. The way it is worded, "you can transform into any beast that has a challenge rating of 1/4 or lower that doesn’t have a flying or swimming speed." It effectively states that you cannot transform into a creature with wings until level 8; it does not say you can't use a racial ability (you keep racial abilities that you can physically use) to temporarily give yourself spectral wings after you have Wild Shaped. So maybe I'm wrong, but I honestly don't see why a boar wouldn't be "physically capable" of having spectral Aasimar wings, they don't have any weight and wouldn't mess with how a boar is built. But anyways, maybe I'm just crazy to interpret the rules in this way.

These are not all the same and they are not all refered to the same in the wildshape entry. Wildshape says specifically that special senses are lost. So no darkvision.
And, one could argue that elves should lose proficiency in perception. But thats messy and no one(that I know) forces that ruling anyway.
The other stuff wildshape says you can keep. So long as your new form is physically capable of it. The DM'll decide if the new form is capable of it.
Its a little strange to me to see so many people want to make that determination for all the DMs out there, when they have no business doing so. Boars, do not have a fly speed, so are a valid wild shape at level 2. Aarakocra have a fly speed at level 1, and racial traits can still be used while wild shaped.

The line is where wildshape says the line is. As always, consult the rulebook. In this case, you cannot turn into forms with a fly speed until L8. It is pretty black and white about it.
You'll note is never says you cannot turn into a form that has a shell. That's not a restriction given. But flying? That is.

That is certainly debatable. It says you can't turn into "a beast" with a flying speed until level 8. If you turn into a boar with Aarokocran wings then you are still a beast with a flying speed, regardless of whether or not the stat block you transformed into typically has a flying speed. Anyways, I don't think Wild Shape makes that clear and I would very much like a Sage Advice on it. But until then, we'll just have to speculate, interpret, and guess.

I think wings would be applicable for that and you would be able to use them at level 8+ if you use the above interpretation of the rules. But either way you interpret it, I think flying Aaracokra boars are going to happen by level 8 at the latest.
Regardless, Aasimar (in M3) can use Radiant Soul by level 3 to get wings for 1 minute. The wings are spectral, so boars would certainly be physically capable of having them. And this way it's not transforming into a beast with a flying speed; it's transforming into a regular boar and then mid transformation using a racial feature you're allowed to use to gain a flying speed. So yes, you can have level 3 adventurers -- and I'd argue level 2 depending on how you interpret the rules -- transforming into flying boars. Why? I dunno, money/circus/fame I guess.
That being said, I think being lenient with racial abilities isn't always the better option. A Tortle certainly shouldn't keep natural armor they only have because of their shell if/when they don't actually have a shell. But anyways, why are we even talking about building flying boars? This is a very strange topic to have a discussion on, though it is rather humorous.

The Tortie losses the shell and takes on the new forms physical abilities and thus weaknesses. So just make sure you transform into something helpful.

Boars, do not have a fly speed, so are a valid wild shape at level 2. Aarakocra have a fly speed at level 1, and racial traits can still be used while wild shaped.
Personally, I'd rule wild shapes can't use features and traits they don't have anatomy for including movement speeds AND natural armor, but if we rule that they can just carry over the correct anatomy where is the line? If a permanent fly speed breaks the rules you chose to follow, what about temporary fly speed like what Aasimar get?
The line is where wildshape says the line is. As always, consult the rulebook. In this case, you cannot turn into forms with a fly speed until L8. It is pretty black and white about it.
You'll note is never says you cannot turn into a form that has a shell. That's not a restriction given. But flying? That is.

That is certainly debatable. It says you can't turn into "a beast" with a flying speed until level 8. If you turn into a boar with Aarokocran wings then you are still a beast with a flying speed, regardless of whether or not the stat block you transformed into typically has a flying speed. Anyways, I don't think Wild Shape makes that clear and I would very much like a Sage Advice on it. But until then, we'll just have to speculate, interpret, and guess.
Anyways, you said earlier that "The rules specifically mention not keeping" racial traits, which they do not; they mention that the DM decides which traits a character is "physically capable" of keeping after Wild Shaping. I think wings would be applicable for that and you would be able to use them at level 8+ if you use the above interpretation of the rules. But either way you interpret it, I think flying Aaracokra boars are going to happen by level 8 at the latest.
Regardless, Aasimar (in M3) can use Radiant Soul by level 3 to get wings for 1 minute. The wings are spectral, so boars would certainly be physically capable of having them. And this way it's not transforming into a beast with a flying speed; it's transforming into a regular boar and then mid transformation using a racial feature you're allowed to use to gain a flying speed. So yes, you can have level 3 adventurers -- and I'd argue level 2 depending on how you interpret the rules -- transforming into flying boars. Why? I dunno, money/circus/fame I guess.
That being said, I think being lenient with racial abilities isn't always the better option. A Tortle certainly shouldn't keep natural armor they only have because of their shell if/when they don't actually have a shell. But anyways, why are we even talking about building flying boars? This is a very strange topic to have a discussion on, though it is rather humorous.
