Yes with the dual-wielder feat, the weapons do not need to be light.
Ranger two weapon fighting just lets you add your ability modifier to the second damage roll. It doesn't remove the requirement for using light weapons. The only thing that does that is dual wielder. Rapier is finesse, but not light. Longsword is not light. Unless your characters have the feat, they can't use those weapons per RAW. If your GM wants to ignore that requirement, or have that just the off hand weapon has to be light, that's fine. It's just not standard rules and you wouldn't be able to do that if you played an AL game.

Is the criteria just that both weapons have to be one handed? Does proficiency matter? Is a longsword too long? Thanks!
Both weapons have to be one-handed weapons. The off-hand weapon has to have the light feature, unless you take the dual-wielder feat.
You better have the proficiency, for higher attack rolls, but technically the proficiency is not mandatory.
Pretty sure without the Dual Wielder feat, both weapons need to be light, not just the offhand.
