Is there a spell for changing race or some curse to change you? I thought it would be cool if a dragonborn was turned human and one of the reasons for adventuring was to reverse it!! Any spell or item that might do something like that?

Hell of a starting story. I'd go for it as DM and just make the thing up.
Or maybe it's not a thing? Maybe you have to find the dragon that started your bloodline? Or perhaps appease an angel or Solar to reverse the curse? Or maybe make a deal with a devil?

Magic as powerful as a wish can achieve this - so that's a very powerful Wizard or other being, such as a deity.
Such back stories could be as simple as the character having done something (or framed for doing something) and been cursed by someone, with a deity then deciding to levy this as punishment.

Also, do not feel constrained by effects that are strictly defined by the rules.
There are many examples of powerful curses that go beyond most things (other than Wish perhaps, true) that need specific steps to remove in popular media - D&D can easily appropriate them.
More interesting than someone walking up to the Sleeping Beauty or the Beast (of Beauty's fame) and casting Remove Curse, in any case.
Death curses are my particular favorite on such matters. A powerful being can give pretty powerful curses if it is done with its last breath.
if it’s backstory that is really just fluff to drive a story, I don't think you need a formal in game mechanic. I used a similar concept with a character for backstory: Melrigg always desperately desired power, but he is lazy and impatient. He saw the simplest path to power in becoming a Warlock by making a deal with Ghargatuloth. In his predictable haste he bungled the rituals involved and bound an unknown demon to his soul. The result is he is imbued with magical abilities derived from this binding, but they are wild and unpredictable as the demon is continuously trying to free himself. This can only be done by killing Melrigg. As a consequence, Melrigg is now a Wild Magic Sorcerer, but he is trying to figure out how to separate himself from or control the demon, hopefully still retaining his power.
All fluff and no actual mechanics change (other than that I make Detect Evil always show Melrigg as evil), but lots of hooks as with your transformation scenario.

I am toying with a variant of this right now, and the reincarnate spell gave me the hook I need to explain it. I have a high elf paladin who is level 3, and she died til dead in a game last night. She's going to be coming back via reincarnate in what can only be described as a very tragic error on behalf of her faction res....or maybe it wasn't an error at all. Hmmmm...
Hopefully the DM is willing to go with it, and I can change her to Haunted One as well. It'd be super twisty and great fun.

Only the spell Reincarnate, as far as I know, but the character have to die first.
