So you are forced to Multiclass if you want to play a useful Thief. And then it gets really nasty because now a Wand of Fireballs or similar can be used .
I will allow scroll usage for everyone in my rounds locked behind a +2 Arcana Check for Scrolls and just see how it works out. Maybe it breaks balancing, but i guess it won"t. I am willing to take the gamble just to spare my Rogue player Multiclassing. Sure 2 Spells a Round maybe an issue, but cost a lot of money or time to scribe which is both stuff i can regulate. Just for comparison, a Wand of Web has 7 Charges and recharges, for the cost of 400GP. 7 Scrolls of Web already cost 1400GP and still cost 700GP to Scribe + 21 Days. Scrolls are so ressource intensive i don't bother at all.

Assuming you're referring to Fast Hands, this changes a massive number of magic items from an Action to activate to a Bonus Action. Just going through Common and Uncommon magic items in alphabetical order, the following benefit from Fast Hands:
All of these require you use the Magic Action, which as a Thief you can do as a Bonus Action rather than an Action, freeing up said action. There's a lot more items, this is just A-D of common and uncommon

Not quite, that'll only let the Rogue use scrolls on the Wizard spell list, which admittedly is the largest. But Use Magic Device covers all spells. That's a difference of about 130 ish spells that a level 13 Rogue can scroll cast, vs a Rogue 3/Wizard 1

Just to clarify, in that case, you could only read spell scrolls and cast spells from the Wizard spell list.
It's thanks to the Level 13: Use Magic Device feature that you have access to any spell, regardless of the class's spell list.
That said, what you're proposing is similar to what BG3 did, as wagnarokkr commented in #7.

Only Wizard spells yes but as i see it the controversy is mainly because of True Strike, thats why i choose a Wizard. Access to Wizard spells, mainly True Strike on low Lvls is what Magic Initiate can give you for a Rogue + Find Familiar. I guess the second Attack via Reaction is what most people are aiming for. Until a NPC Rogue wrecks the Party with a similar build. There are always two sides to a coin.
What i miss in this discussions. It is mostly discussed what advantage Players get but that NPC's get the same is often forgotten. As a DM i like the idea of a NPC Fighter shooting a Magic Missle or even worse because i got the Ressources. As a Player i would hate it, because you can't know what sort of Scroll the Random NPC got in his Case.
@SmurfOpax Just an idea... maybe an alternative for you to avoid multiclassing, instead of a Spell Scroll, would be to craft an Enspelled Weapon with True Strike (from Magic Initiate). The cantrip requires a Magic action (= 1 Action) to cast, so Level 3: Fast Hands applies.
EDIT: ha... I just realized I'd already forgotten this was mentioned in #10 :'(

Played a game yesterday and the round i played with has spell scrolls for all since shortly after BG3 dropped. Was able to cast my first spell as a lvl 5 Fighter. Overall the evening played out nicely and people did use only a few scrolls. The DM modified some scroll prices (3rd lvl for example was more expensive) because people started to exploit it. Who would have thought :). But he thinks now he is in a nice place and it gives his NPC's much more flexibility, when a fight doesn't run as expected he drops 1-2 scrolls and keeps it spicey. His players mostly use Cantrips and Lvl1 scrolls, mostly because of cost and time restraints. The Wizard said he wont use all his free time to write scrolls for everyone.
I will use his working solution in my planned round, he wanted to send me a list of his houserules. But now i''m even more positive that it will work out nice.
A Magic Initiate who is able to cast scrolls breaking balance sounds now even more strange then before after i could make this experience.
