So let me start off by saying the way climb speed normally works is you move at half speed, so 30 feet of normal movement will get you 15 of climbing. Tabaxi get 20 feet of climb speed witch is 5 feet more than normal. I know when you are a tabaxi and get extra move speed you get a extra 5 feet of climbing for every 10 feet normal movement. So now here is rye big question: when you are a tabaxi and you pick the thief archetype and gain the feature second story work OR pick up the athlete feat (both say climbing costs no extra movement) does your default climb speed just become your movement speed + 5?
That is a doozy of a question. Did some searching and here is my conclusion.
Climbing and swimming (and crawling) normally cost 1 extra foot of movement for each foot traveled. If a creature has a climbing or swimming speed, it can climb or swim that distance without costing extra movement.
The rules for using different speeds states that when you switch between movement types, you subtract the distance you've already moved this turn from the new speed. If the result is 0 or less, you can't use the new speed during the current move. So if a tabaxi walks 10 feet, it can climb 10 feet without costing extra movement, then either walk 10 more feet or climb 5 more feet (using remaining walk speed with cost).
In conclusion, your statement that the tabaxi's climb speed increases by 5 for each 10 increase to walk appears to be false unless you can cite the rule. And, if you gain the ability to climb or swim without costing extra movement, your climb/swim speed becomes your walking speed if it is higher.
No whenever you get a speed increase it will apply to your natural climb, swim or fly speed, in different ways mind you. For instance if a tabaxi is a monk the extra movement speed will apply to your climb speed getting added too it, a level 20 tabaxi monk's climb speed will be 50 feet and there normal movement will be 90 (and with feline agility you can double it all)
BUT that did not answer my question in the least, my question is how it interact with the feat athlete witch removes the extra movement cost for climbing
No whenever you get a speed increase it will apply to your natural climb, swim or fly speed, in different ways mind you. For instance if a tabaxi is a monk the extra movement speed will apply to your climb speed getting added too it, a level 20 tabaxi monk's climb speed will be 50 feet and there normal movement will be 90 (and with feline agility you can double it all)

If you get a feat or class ability that says no extra movement for climbing then your climbing speed is your normal movement speed.

The extra movement cost while climbing only applies when you're using your walking speed to climb.
If you have a climbing speed, you choose whether you want to use your walking speed or climbing speed to climb.
What if your climbing speed is higher than your walking speed? I created a race with a 60ft climbing speed and 30ft walking speed. They could climb 60 feet on their turn, but would a Thief climb 60 still or 120?

That's easy. Thief doesn't increase climbing speed, so their climbing speed is still 60.
