The theory behind why it doesn’t is because the benefits from the advantage it grants theoretically scale in concert with other attack to which it gets applied.
Here was my best attempt to fix true strike if anyone cares. I hope it might possibly help someone in some way someday, even if it’s just a means for them to come up with something better.
My most recent idea for a balanced improvement was to extend the duration by an additional round at 5th, 11th, and 17th, and to say that if the initial (or subsequent) attacks miss, that the spell stays in effect until an attack benefiting from Strike True hits or the duration has ended. (Basically that would add potential mulligans/do-overs if the caster doesn’t drop concentration.)
